CASE REQUEST FOR AN INTERIM USE PERMIT FOR A TEMPORARY STRUCTURE; CASE OF TRANSWEST, INC. (COMMUNICOR) By: Zoning Administrator Sylvia Frolik Background: Transwest, Inc. has submitted an application for an interim use permit to place a 720 square foot modular office structure at 6100 Industry Avenue NW. The following items are enclosed for your information: 1) Site location map 2) Site plan and structure detail 3) Draft Planning Commission public hearing and regular meeting minutes dated 7/14/97 4) Proposed findings of fact 5) Proposed interim use permit Notification: In accordance with State StatUtes, notification of the public hearing was sent to persons owning property within 350 feet of the subject property. Observations: Transwest, Inc. is requesting the use of a temporary office for a one year period while they assess their building space needs and develop a plan for expansion of this address or relocation to a new site. The City has previously granted permits for temporary structures in the commercial and industrial areas. Waste Management's permit for a temporary office structure was issued to be in effect as long as it took for their final vertical expansion (three years with four six-month extensions available). Listul's permit was granted for a one-year period while they developed plans to expand or relocate in Ramsey; they have received a one-year extension. The School's permit was issued for a two-year period to allow time to construct the addition to Ramsey Elementary. Rehbein's permit for a modular dwelling at the Links was to provide living quarters for the project superintendent during construction of the golf course. Amcor received a permit for 19 months and recently applied for an extension. The Planning Commission conducted a public hearing on July 14 and there were no verbal or written comments submitted in regard to the request.
