He noted comments expressed <br />pertained to a worry about the lack of buffer, but Fox Knoll had no buffer and no one lost any sleep <br />about Fox Knoll First or Second being created. He noted those projects disturbed areas much greater <br />than five acres at a time and the ground needs to be graded and location created to bring in sewer and <br />water. Mr. Kurak stated this is a step in doing that and ultimately homes will be built. <br /> <br />Mr. Kurak stated he has made mining permit applications as long as six or seven years ago and has <br />had a bond with the City so the City has known about it for some time. He stated this project may <br />be scary to some people so they propose to progress in small increments, create buffers, and not <br />harass or create problems for anyone. He stated that blowing sand will not be a problem and property <br />values will not be impacted. He asserted this project is a step in getting the final residential project <br />completed. <br /> <br />Mr. Kurak pointed out the location of the trees along the wetland area. He stated they are very tail <br />and so the equipment will be very well shielded. He clarified this buffer area will be lef~ (northeast <br />corner) and the equipment and trucks will not be visible. Mr. Kurak stated there is also a great <br />expanse of fast growing trees in the swamp which will also provide an excellent buffer He pointed <br />out several other areas where buffers wiI1 remain to protect existing homes. <br /> <br />Mr. Kurak stated the two concerns he has heard were the need for a buffer and getting the <br />development fin/shed. He stated the permit is for 39 acres, which has been measured by his surveyor, <br />and the permit is for three years but it may be a year before the work actually starts. <br /> <br />In response to questions from the audience, Mr. Kurak explained the sand needs to be removed prior <br />to the final plat being designed. He noted he prepared preliminary plans but does not have that <br />information present tonight <br /> <br />Tracy Zajade, 6250 - 151 st Avenue NW, stated she lives adjacent to the project on the north side and <br />there are no trees between her property and this site. She questioned the impact of trucks hauling <br />every ten minutes and expressed concerned about sand and grading activity <br /> <br />Mr. Kurak explained the area adjoining Ms. Zajade's lot will not be graded or impacted. He noted <br />haul roads run along the current driveway. <br /> <br />City Engineer Jankowski clarified the Code only allows a permit for three years and not an extension. <br />However, the applicant could make application for another permit. <br /> <br />Mr. Kempher and Mr. Childs inquired regarding the noise issue and if pumping will occur.
