Tom Kurak, 15001 Sunfish Lake Boulevard, applicant, stated this project will not be as disruptive as the new home construction which has been going on in Fox Knoll. He noted comments expressed pertained to a worry about the lack of buffer, but Fox Knoll had no buffer and no one lost any sleep about Fox Knoll First or Second being created. He noted those projects disturbed areas much greater than five acres at a time and the ground needs to be graded and location created to bring in sewer and water. Mr. Kurak stated this is a step in doing that and ultimately homes will be built. Mr. Kurak stated he has made mining permit applications as long as six or seven years ago and has had a bond with the City so the City has known about it for some time. He stated this project may be scary to some people so they propose to progress in small increments, create buffers, and not harass or create problems for anyone. He stated that blowing sand will not be a problem and property values will not be impacted. He asserted this project is a step in getting the final residential project completed. Mr. Kurak pointed out the location of the trees along the wetland area. He stated they are very tail and so the equipment will be very well shielded. He clarified this buffer area will be lef~ (northeast corner) and the equipment and trucks will not be visible. Mr. Kurak stated there is also a great expanse of fast growing trees in the swamp which will also provide an excellent buffer He pointed out several other areas where buffers wiI1 remain to protect existing homes. Mr. Kurak stated the two concerns he has heard were the need for a buffer and getting the development fin/shed. He stated the permit is for 39 acres, which has been measured by his surveyor, and the permit is for three years but it may be a year before the work actually starts. In response to questions from the audience, Mr. Kurak explained the sand needs to be removed prior to the final plat being designed. He noted he prepared preliminary plans but does not have that information present tonight Tracy Zajade, 6250 - 151 st Avenue NW, stated she lives adjacent to the project on the north side and there are no trees between her property and this site. She questioned the impact of trucks hauling every ten minutes and expressed concerned about sand and grading activity Mr. Kurak explained the area adjoining Ms. Zajade's lot will not be graded or impacted. He noted haul roads run along the current driveway. City Engineer Jankowski clarified the Code only allows a permit for three years and not an extension. However, the applicant could make application for another permit. Mr. Kempher and Mr. Childs inquired regarding the noise issue and if pumping will occur. Mr. Kurak stated there will be pumping when sewer is installed. Acting Chairperson Deemer restated there will also be no crushing or conveyer equipment allowed.
