I OFF~CTAL BALLOT SPECIAL ELECTION BALLOT <br /> <br /> RAMSEY, MINNESOTA <br />I SEPTEMBER 22, 1997 <br /> JUDGE <br /> <br />JUDGE <br /> <br />! <br />! <br /> <br /> INSTRUCTIONS TO VOTERS <br /> To vote for a proposed question, check the line next to the word '~'ES". <br />To vote against a proposed question, check the line next to the word "NO". <br /> <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />SHALL THE CHARTER OF THE CITY OF RAMSEY BE AMENDED AS PROPOSED BY <br />A CITIZEN PETITION CIRCULATED BY THE RAMSEY RESIDENTS FOR <br />RESPONSIBLE GOVERNMENT BY THE ADOPTION OF THE FOLLOWING: <br /> <br />Section 14.2 Community Development Standards. Expansion of the <br />MUSA enables residential development at a significantly higher <br />density. The following community development standards have been <br />written to mitigate the impact high density residential development <br />may have on existing lower density neighborhoods thereby protecting <br />their value and quality of life. These standards apply to all <br />residential development receiving final plat approval after January <br />1, 1997. <br /> <br />14.2.1 Residential Real Property Density. Ail residential <br />lots platted within the MUSA after January 1, 1997, ("Subject <br />Property") shall provide that the number of residential <br />platted lots per acre ("Density") of all residential lots <br />platted within the Subject Property that share a common <br />border(s) with residential lots platted prior to the Subject <br />Property ("Existing Property") shall not exceed the lessor of <br />(i) the Density of the Existing Property immediately adjoining <br />the Subject Property at their respective common border(s) or <br />(ii) one (1) residential platted lot for every one (1) acre of <br />Subject Property. And shall further provide that all <br />residential lots platted within the Subject Property that are <br />within 1,000 feet of a common border(s) with Existing Property <br />shall be subject to a graduated density plan approved by the <br />city. <br /> <br /> 14.2.2 Traffic Generation Analysis. Residential real <br /> property platted within the MUSA~after January 1, 1997,-shall <br /> be subject to a traffic.generation, analysis which_ shall be_ <br /> provided, by the developer of the Subject ~roperty. The city_ <br /> shall review this analysis for the purpose~of making a traffic. <br /> impact determination. In the event the city's traffic impact <br />. .determination establishes that the proposed development of the <br /> Subject Property. will significantly increase- the existing <br /> traffic flow through Existing Property which is destined for <br /> the county aod/or Minnesota highwa~system the city of Ramsey <br /> shall limit the platted Density of the Subject Property to <br /> that of the adjacent Existing Property. <br /> <br />~o <br /> <br /> <br />
