RECEIVE BID AND AWARD CONTRACT FOR <br /> IMPROVEMENT PROJECT #96-24 (SCADA) <br /> By: Steven J. Jankowski, City Engineer <br /> Background: <br /> On June 24, 1997, the City Council authorized solicitation of bids for Improvement Project #96- <br /> 24, Water Utility Supervisory Control and Data Acquisition system (SCADA). This project <br /> entails replacing our water system controls with a new telemetry system that will allow the <br /> transmission of information between the water tower, the two well houses, public works, and the <br /> municipal building. Combined with the monitoring and telemetry equipment will be a computer <br /> interface, which will allow the recording of system information and the generation of reports. <br /> <br /> Bids were opened on July 8, 1997, and a copy of the bid tabulation is attached. Awards of the <br /> bid was anticipated at the July 22, 1997 meeting, but was tabled to allow time for the City <br /> Attorney to make a ruling on an omission on the part of the low bidder, Systems Control <br /> Services, Inc. This firm did not name the equipment manufacturers as requested in Part III of the <br /> bid proposal. While this omission could conceivably provide System Control Services with <br /> minor advantage over competitors by allowing more time to negotiate with the <br /> some <br /> suppliers, <br /> advantage most certainly would not have changed the outcome as to the Iow bid. The second <br /> low bidder was InStrument Control Systems at a base bid price of over $44,000 higher. <br /> <br /> I have conferred with the City Attorney on the above and he concurs with the conclusion that the <br /> bid is responsive, so long as the omission would not result in an advantage significant enough to <br /> change the low bidder. <br /> <br /> While staff has concerns over the large disparity in bids between the low bidder and the <br /> remaining bids, we have been assured by System Control Services that they are anxious to <br /> perform the work for the bid price. Also attached is a letter from Mr. Howard Sanford, project <br /> engineer, which states that this firm is currently completing work on a similar project for the City <br /> of Apple Valley. Based upon this experience, Mr. Sanford believes System Control Services has <br /> the ability to successfully complete the work.
