An analysis of <br />the area by a hydrogeologist has lead to the recommendation that the well should be constructed <br />a minimum of 1,000 feet from Well No. 3 to prevent excessive interference with the yields of <br />both of these wells, and also that the well be located in any direction from Well No. 3 except <br />eastward in order to avoid altering the groundwater flow patterns under the landfiI1 which is <br />located approximately three-fourths mile to the east. Staff has proposed the site for Well No. 4 <br />be located at the southwestern comer of the Menkveld property and has drilled a test well at this <br />location which has confirmed that the yield of a well drilled in this location is expected to match <br />that of recently completed Well No. 3. <br /> <br />We have been in negotiations with the landowner since December 1996, for the 10,000 square <br />foot parcel containing Well No. 3 and Well House No. 2. On February 25, 1997, the City <br />adopted a resolution condemning that portion of the property in order to assure that negotiations <br />do not become protracted. We are requesting that the Council consider extending the eminent <br />domain acquisition to include the Well No. 4 site. Attached for your review are the following <br />items: <br /> 1. Site location map <br /> 2. Letter to property owner proposing to purchase the property <br /> 3. Resolution initiating the condemnation proceedings <br /> <br />Recommendation: <br /> <br />Staff recommends that the City Council adopt the proposed resolution authorizing the initiation <br />of condemnation proceedings by the City and authorizing the City Administrator/City Attorney <br />to negotiate the purchase of the property and to take steps necessary for condemnation should <br />negotiations fail. <br /> <br />Council Action: X~ <br />Motion to adopt Resolution #97-08- authorizing the beginning of condemnation <br />proceedings for the property required for Well No. 4 for the Municipal Water System. <br /> <br />Reviewed by: <br /> <br />City Engineer <br />City Administrator <br />City Attorney (faxed on 8/05) <br />Economic Development Coordinator <br /> <br />CC: 08/12/97 <br /> <br />/jmt <br /> <br /> <br />
