Members Present: <br /> <br />REPORT OF TRAFFIC REVIEW COMMITTEE <br /> <br /> Police Chief David Gustafson <br /> City Engineer Steve Jankowski <br /> <br />Request: <br /> <br />The Northfork Homeowners Association has requested, in a letter dated July 28, 1997, that a <br />three-way stop sign be placed at the intersection of Andrie and 160th Avenue. <br /> <br />Observation: <br /> <br />City policy for posting all-way stops adopts those warrants acknowledged in the I991 Mimxesota <br />Manual or Uniform Traffic Control. The three warrants for all-way stops include: <br /> <br />Intersections where traffic signals are warranted and the all way stop is an interim use <br />until signals can be installed. <br /> <br />An accident problem as indicated by five or more accidents of a type susceptible to <br />connection to multi-way stop signs. <br /> <br />Minimum traffic volumes as follows: <br />a) The total vehicular volume entering the intersection averages 500 vehicles per <br /> hour for any eight-hour period of the day <br /> <br /> b) The combination of vehicular and pedestrian volume from the minor street must <br /> average 200 units per hour for the same eight hours with an average delay to the <br /> minor street of 30 seconds per vehicle for the maximum hour. ~ ~ <br /> <br />Warrant No. 1 obviously does not apply to this location. A review of poli. i.i~accide~ reports <br />indicates no accidents of any type at this intersection between the period olh/ime-UTgXJ~and July <br />1, 1997, so Warrant No. 2 would not be meet. Warrant No. 3 is based primarily on traffic <br />volumes. There are no specific traffic counts at this intersection, however, in 1995, there were <br />traffic counts of 835 vehicles per day at Andrie, north of 153rd, and 165 vehicles per day on <br />164th Lane, east of Jarvis. A rough analysis of traffic generation based on the number of <br />residences in the neighborhood suggests that ultimately there may be approximately 1,200 <br />movements per day through the intersection. This would still be far short of the warrant which <br />would require 4,000 vehicles during an eight-hour period. Staff has no estimate of pedestrian <br />traffic in the area, nevertheless, the second part of Warrant No. 3 is premised on the issue that <br />activity is causing a significant traffic delay which is not the case in this situation. <br /> <br />Recommendation: <br /> <br />It is the recommendation of the Committee to deny posting a three-way stop at this intersection. <br /> <br />shared]engineering.ltd flit.doe <br /> <br /> <br />
