' '' '" <br />FROM: Ben Deemer, citizen ?'!:~. - - 1997 <br />RE: Meeting on July 10, Comments <br />Date: August 11, 1997 <br /> <br />Upon rereading of the minutes from the meeting, I have a specific comment on a statement attributed to <br />attorney Goodrich. The point he made that the Charter Commission is an "advisory group to the city <br />council", is not supported by the wording in MN statute 410. In best of the worlds, the charter commission <br />and the city council advise each other but, the Charter commission is the regulatory body of the cities <br />charter, not an advisory commission to the city council. This misconception has been Mr. Goodrich's for <br />some period of time, and is reflected in the opinions he renders for the city council. <br /> <br />I would still maintain that, a petition to amend the charter under 410, requires the charter commission to <br />meet to "consider" the amendment, and for the city council to act on that amendment requires that, "the <br />charter commission sign the proposed amendment in a majority." <br /> <br />Again I wish to thank the commission for the privilege of addressing them on July 10, 1997, and express <br />regrets that I couldn't attend your meeting on August 11, 1997. <br /> <br />Th'~hk Yo~ <br /> , <br /> <br /> i ' <br /> <br /> <br />
