I I I I I I I I I I I I I I I I I I f~..'CASE #: / RECOMMEND ADOPTION OF CODE OF CONDUCT FOR CITY EMPLOYEES By: Linda Waite Smith, Administrative Services Manager Background: Since last year the Labor Management Committee has discussed issues of workplace environment and interactions. At its April meeting, the LMC drafted a code of employee conduct for consideration. After review by our Personnel Attorney, the draft was presented to the Personnel Committee on May 13, 1997 and staffwas authorized at that time to distribute it to all City employees for review and comment. We received three responses. Two people thought it seemed fine. The third response was unsigned and consisted of an alternative policy used by another organization. This feedback was taken to the June 13 Labor Management Committee. It was the consensus of the committee to forward the attached proposed Code of Conduct to the Personnel Committee with a recommendation for adoption as part of the City's "Work Rules." Although the Chair of the Personnel Committee will not be present at the meeting, she indicated in a June 20 telephone converstation that she was in support of adopting the Code and that it could be presented to the Committee in her absence. If the City Council adopts the Code of Conduct, a copy will be distributed to each employee and training sessions will be arranged to offer employees the opportunity to discuss the Code and clarify any aspects they find unclear. Committee Action: 1. Recommend that City Council adopt the employee Code of Conduct as part of the existing "Work Rules." 2. Direct staffto distribute a copy of the Code to each employee and arrange discussion sessions where employees can ask questions about the Code.
