Councihnember Zimmerman stated that he could agree with the City constructing the MSA <br />roads, but that would be the extent of the City involvement in his opinion. <br /> <br />Mayor Gamec inquired if the $125,000 the developer is paying for staff time would be a loss to <br />the City. <br /> <br />City Administrator Norman explained that it has been the City's position that the developer <br />would pay the $125,000 for two years in addition to all other fees. <br /> <br />Councilmember Kurak stated that when the Ramsey Town Center, LLC sells off pieces of the <br />property it should be required that one year of association costs be collected up front. <br /> <br />Councilmember Elvig stated that he was comfortable that the revenue will be there to cover the <br />costs incurred by the City if the development proceeds as proposed; the question is how do they <br />get there if something goes wrong. <br /> <br />City Attorney Goodrich replied that is where the letter of credit would come into play. <br /> <br />Councilmember Zimmerman questioned what the impact will be to City services once the Town <br />Center is developed. <br /> <br />TIF Specialist Sullivan replied that those issues were addressed in the fiscal impact study. <br /> <br />Councihnember Zimmerman stated that he would like to know how much it is going to cost for <br />additional police and maintenance of the parks. <br /> <br />Councilmember Cook noted that there will be an association in place that would pay for the cost <br />of maintaining the common green space. <br /> <br />Councilmember Zimmerman requested that staff determine the cost implications on the <br />maintenance of parks, roads, police, etc. <br /> <br />Eric Zaetsch, Ramsey, stated that he thought that the City needed to get a good real estate person <br />involved in the process to address issues such as if the City builds a parking ramp and the <br />business goes belly up who will take the ramp. <br /> <br />City Attorney Goodrich replied that that was a basic question that was being looked at. <br /> <br />Councilmember Zimmerman suggested that the City hire a financial specialist to determine if the <br />City can accomplish what is being proposed. He felt that it would be a benefit to have the <br />consultant paid from the general fund rather than the developer. <br /> <br />Mayor Gamec replied that it would be the City's consultant and the fee would be billed back to <br />the developer. <br /> <br />City Council Work Session/August 12, 2003 <br /> Page 10 of 11 <br /> <br /> <br />
