I
!

I
I
I
I

I
I
I
I
I
I
I
I
I
I
I
I

/ 6CASE #

SECTION OF C.R. #116 ALIGNMENT BETWEEN C.R. #56 AND C.R. #83
By: Steve Jankowski, City Engineer

Background:

At the July 22, 1997 Finance Committee meeting, the extension of County Road #116, between
C.R. #56 and C.R. #83, was discussed. The City will be responsible for acquiring the necessary
right-of-way. Prior to this it will be necessary to select an alignment for the extension. At the
July 22, 1997 meeting, the Council agreed to delineate the wetlands which could possibly be
impacted by the road construction and further directed that an alignment be selected to minimize
the wetland impact. The wetland delineation has been performed and an exhibit has been
prepared showing the wetlands in the area. As a result of this delineation, there is an obvious
route which minimizes the wetland impact over other routes, primarily due to a break in the
wetland finger. This location would place the intersection of C.R. #116 approximately 360 feet
north of the present intersection with 147th Avenue. (It is likely the 147th Avenue intersection
with Armstrong Boulevard would be eliminated by a cul-de-sac in order to minimize conflicting
caused by the close proximity of the two roads.)

However, at a location approximately 570 feet north of this intersection, the City currently has
title to a 120 foot wide, half-mile long, strip of fight-of-way that could facilitate the future
westward extensioh.o,f C.R. #116, possibly as a county road, but definitely as a City street. The
advantage of this mo{b'"r~Qrtherly alignment would be a savings in land acquisition cost, The
disadvantage would be an increase in wetland impact of percent over the least impact
alternative.

A sketch map will be available at the meeting illustrating the existing fight-of-way available for
this thoroughfare and the two potential routes.

Committee Action:

Motion to recommend to City Council a route for the extension of C.R. #116 and direct Staff to
initiate acquisition proceedings.

Reviewed by:

City Administrator...
Administrative Services Manager
Public Works Supervisor
City Engineer

RB: 9/9/97

t~jo/council&/road&bri/1997/septembe/erl 16ext.doe
