Howard R. Green Company
CONSULTING ENGINEERS

Formerly MSA
Consulting Engineers

September 8, 1997
File: 800560J (0060)

Mr. Steve Jankowski
City Engineer
City of Ramsey
15153 Nowthen Boulevard N.W.
Ramsey, MN 55303

RE:

BID OPENING
ALPINE PARK IMPROVEMENTS

Dear Mr. Jankowski:

Bids were received and opened on September 5, 1997 for the above referenced project. A total
of 4 bids were received. The 4 bidders were:

Forest Lake Contracting, Inc.
W.B. Muller, Inc.
Rohling Green Corporation
Glen Rehbein Excavating, Inc.

$323,691.00
$335,740.75
$344,952.9O
$357,315.00

An itemized bid tabulation is also attached.

We have worked with Forest Lake Contracting, Inc. on a number of projects in other client
communities and found their work to be of good quality and meeting the plans and
specifications.' It is our understanding that the Ramsey City Council will consider award of this
project to Forest Lake Contracting, Inc. at their September 9th, 1997 City Council Meeting. We
recommend award of this project to them as the lowest responsible bidder.

As we have discussed the Minnesota Pollution Control Agency - Solid Waste Section has
asked to review and approve this construction. The MPCA is apparently concerned about any
impacts this project may have on the nearby landfill. We have submitted plans to Mr. Randy
Burnyeat of the Minnesota Pollution Control Agency for their review. I spoke with Mr. Bumyeat
earlier today and he indicated that he would complete his plan review and contact me as soon
as possible, he hoped he could call me back today.

1326 Energy Park Drive · St. Paul, MN 55108 · 612/644-4389 fax 612/644-9446 1oll flee 800/888-2923
