CASE# 3 <br /> <br />CONSIDER RECOMMENDATION TO ESTABLISH <br />COMMUNITY SERVICE OFFICER POSITION <br />Ryan Schroeder, City Administrator <br />Linda Waite Smith, Administrative Services Manager <br /> <br />Background: <br /> <br />The Police Department has requested a half-time Community Service Officer (CSO) for <br />1998. The purpose of this unsworn position would be to assume responsibilities that are <br />currently handled by sworn officers. In economic terms, the salary range for a Patrol <br />Officer in Ramsey is $31,021 to $48,304. In comparison, the average 1997 annualized <br />salary range for CSOs in Stanton Group Six cities is $18,533 to $23,650 for part-time and <br />$23,254 to $29,099 for full-time positions. <br /> <br />During discussion of this position, some people seem to be describing the duties of a <br />traditional CSO position and others seem to be describing a traditional Community Crime <br />Prevention Specialis (CCP) it appears that there may be differing expectations of what a <br />CSO would do. The following chart compares the duties of the two positions. <br /> <br />Community Service Officer Community Crime Prevention Specialist <br /> <br />Animal control <br />Detention/release of prisoners <br />Recovered property control <br />Nuisance control <br />Lockouts (vehicles and homes) <br />Traffic control <br />Code enforcement <br />Parking and bicycle enforcement <br />Vehicle maintenance <br />Paper service <br />Document delivery <br />Zoning complaints <br />Crime Prevention functions <br /> <br />Post high school and law <br />enforcement course work <br /> <br />Develop & teach crime prevention programs in <br />elementary schools <br />Assist in improving contact and communication between <br />PD and <br /> school staff and students <br />Assist in criminal investigations <br />Provide information about PD educational programs at <br />conferences, <br /> parent meetings, conventions, etc. <br />Present PD's crime prevention activities to <br />neighborhoods, civic <br />groups, etc. upon request. <br />Represent PD through professional organizations. <br />Write column for local paper and city newsletter <br />Work with other city departments to put on educational <br />programs <br /> for children after school and during the summer. <br /> <br />BA/BS in education, criminal justice, sociology; <br />coursework or background in education/communication <br /> <br /> helpful <br />Full-time: $11.18- $13.99 perhr $14.27 perhourto $17.86 perhour <br />Part-time: $ 8.91 - $11.37 per hr <br /> <br /> <br />
