Public Works Directors in the same survey have an average salary range of $54,001 to
$67,700.

In Ramsey, the following positions have the salary ranges indicated:

City Engineer
Police Chief
Police Sergeants
PW Supervisor
Parks/Utilities Sup.

$41,422 to $55,975
$47,891 to $64,717
$51,000
$33,319 to $45,025
$30,986 to $41,873

(Incumbent at $54,590)
(Incumbent at $56,303)

(Incumbent at $48,627)
(Incumbent at $38,907)

Staff is recommending that the Fire Chief salary be established at $51,000 annually.
With the addition of benefits, the ongoing annual cost for the position would be $64,541.
As an exempt employee, the Fire Chief would no longer receive payment for responding
to fire calls or attending drills and officer meetings.

Funding for the position could be taken from several areas. Approximately $27,558 can
be eliminated from the 1998 Streets and Parks budget requests for additional part-time
temporaw help. With the addition of a full-time Community Development Assistant, one
of the part-time intern positions in Community Development can be eliminated to free up
$18,548. Wages paid to the Volunteer Fire Chief in 1996 cost the City $4,139. This
money can be reallocated to the salary of a full-time Chief.

Comparing the cost of expanding the Fire Chief's position with the original budget
requests to add employees, the City can meet most of the identified needs with an
additional $64,541 annually instead of $106,542 annually, a savings of $42,001 annually.

Public Works Maintenance Worker (Streets)
Public Works Maintenance Worker (Parks)
Part-time Intern (Parks)
Part-time Fire Marshall
Total

$32,417
$32,417
$10,508
$15,600
$106,542

This comparison deals with salaries only and does not factor in increased efficiencies that
may be realized in Public Works.

Staff recommendation:

a) Eliminate the position of Volunteer Fire Chief, effective January 1, 1998;

b) Create a full-time exempt position of Fire Chief, effective January 1, 1998;

c) Assign the position responsibility for directing the Public Works Department
as well as the Fire Department from 1998 through 2000;

d) Establish the Fire Chief salary at $51,000 annually.

¢3..
