I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br /> CASE # <br /> <br /> PUBLIC HEARING AND LEVY OF ASSESSMENTS FOR <br /> THE 1997 STREET MAINTENANCE PROGRAM <br /> By: Steve Jankowski, City Engineer <br /> <br /> Background: <br /> <br />The 1997 Street Maintenance Program covering over fourteen miles of city streets, consisted of <br />fourteen individual crack fill/sealcoat projects and two 1-1/2 inch bituminous overlay projects. <br />Attached are project summaries of final project costs and proposed assessments for each of the <br />projects comprising the 1997 Street Maintenance Program. <br /> <br />The City's street maintenance policy assesses one half of the total project cost while the other <br />half is paid with general city funds. The assessed portion is divided equally among the benefited <br />properties within the project. An exception to this general policy is proposed on two projects <br />with the 1997 Street Maintenance Program. Project #97-03 involves the crack filling/sealcoating <br />of nearly one-half mile of Tiger Street for which only four properties are available to be assessed. <br />Application of the normal assessment procedure would result in a disproportionately high <br />assessment when compared to the other parcels receiving the same improvements. It is proposed <br />that the average crack fill/sealcoat assessment for the 1997 program be levied on these four <br />parcels. Also, Project #97~12 involves the crack filling/sealcoating of one-quarter mile of <br />Zirconium Street. Although seven parcels have frontage on Zirconium, only five parcels are <br />assessable since two parcels have driveway access onto 167th Avenue, and according to policy, <br />will be assessed only when that street receives an improvement.
