PERTAINS TO CASE #11

MEMORANDUM

DATE:

September 23, 1997

TO:

FROM:

SUBJECT:

Mayor and City Council

Steve Jankowski, City Engineer

City Hall Roofing Bid

Three bids for the re-roofing of the remaining sections of the City Hall roof were received on
Friday, September 19, 1997. The base bid includes the complete removal of the existing
bituminous built-up roof and replacement with a similar four-ply built-up asphalt roof. Below is
a summary of the base bids:

Bidder
Nieman Roofing
Dalco Roofing & Sheet Metal
John A. Dalsin

Base Bid
$34,640
$66,070
$66,425

Although there is a considerable difference in the low bid contractor's price from the second low
bid, the actual unit prices received from the low bidder compare reasonably well with those
which we received in 1992, when the mall area and fire garage roof were replaced. I also
contacted the New Prague School District who reported that this contractor has performed
satisfactorily on three roofing projects in their District.

Finally, because the burnt orange parapet flashing must be removed to perform the work, I've
requested an alternate bid for providing new flashing which match the dark brown flashing on
the Police building. The additional cost for the new flashing from the low bid contractor is
$2,350. Replacement of the flashing would be solely for aesthetic reasons.

It is my recommendation that the City Council award the base bid and the alternate in the amount
of $36,990 to Nieman Roofing, the Iow responsible bidder.

/jmt
