City of Ramse Police Department Y LETTER OF COMMENDATION September 23, 1997 Officer Brad Paplham Ramsey Police Department Ramsey, Minnesota Re: Assist to other agency Officer Paplham: On September 10, 1997, at approximately 21:38 hours, Central Communications broadcasted a call of a domestic, in Bums Township, involving a male and female in a vehicle. A short time later it was learned that shots had been fired, whereupon yOu proceeded in that direction to assist Sheriff's Deputies. The suspect was reported to have fled the scene in a small, red passenger vehicle. As you approached the 18900 block of Nowthen Boulevard, you observed such a vehicle traveling in the opposite direction. You noted that the vehicle was traveling at a high rate of speed and that the driver failed to yield to your red lights. You then gave pursuit and stopped the vehicle near the intersection of Nowthen Boulevard and 181st Avenue. Using proper radio procedure, you notified dispatch of your location, type of vehicle you had stopped, and its license number. Dispatch confirmed the license number of the suspect vehicle which turned out to be the vehicle you had just stopped. You ordered the driver from the vehicle arid held him on the ground at gun-point until backup officers arrived. The suspect was then taken into custody without incident. Valuable evidence of the crime was located in this vehicle, which, without your initiative, would have surely been lost. This conduct demonstrated your high degree of alertness, good observation skills, and just plain, good old courage! I wish to commend you for your apprehension of this dangerous suspect, thus eliminating his opportunity to commit further violence. Respectfully, MSEY. ~David A.
