City of Ramse Police Department <br /> Y <br /> <br />LETTER OF COMMENDATION <br /> <br />September 23, 1997 <br /> <br />Officer Brad Paplham <br />Ramsey Police Department <br />Ramsey, Minnesota <br /> <br />Re: Assist to other agency <br /> <br />Officer Paplham: <br /> <br />On September 10, 1997, at approximately 21:38 hours, Central Communications broadcasted a call of a <br />domestic, in Bums Township, involving a male and female in a vehicle. A short time later it was <br />learned that shots had been fired, whereupon yOu proceeded in that direction to assist Sheriff's Deputies. <br /> <br />The suspect was reported to have fled the scene in a small, red passenger vehicle. As you approached <br />the 18900 block of Nowthen Boulevard, you observed such a vehicle traveling in the opposite direction. <br />You noted that the vehicle was traveling at a high rate of speed and that the driver failed to yield to your <br />red lights. <br /> <br />You then gave pursuit and stopped the vehicle near the intersection of Nowthen Boulevard and 181st <br />Avenue. Using proper radio procedure, you notified dispatch of your location, type of vehicle you had <br />stopped, and its license number. Dispatch confirmed the license number of the suspect vehicle which <br />turned out to be the vehicle you had just stopped. <br /> <br />You ordered the driver from the vehicle arid held him on the ground at gun-point until backup officers <br />arrived. The suspect was then taken into custody without incident. Valuable evidence of the crime was <br />located in this vehicle, which, without your initiative, would have surely been lost. <br /> <br />This conduct demonstrated your high degree of alertness, good observation skills, and just plain, good <br />old courage! I wish to commend you for your apprehension of this dangerous suspect, thus eliminating <br />his opportunity to commit further violence. <br /> <br />Respectfully, <br /> <br />MSEY. <br />~David A.
