After review by the Personnel Attorney,
the draft was presented to the Personnel Committee on May 13, 1997, where staff was authorized
to distribute it to all City employees for review and comment. Out of three responses received,
two people thought it was fine and one, unsigned, consisted of an alternative policy used by
another organization. This was taken back to the Labor Management Committee and it was their
consensus that it be forwarded to the Personnel Committee with a recommendation for adoption
as part of the City's "Work Rules".

Motion by Mayor Gamec and seconded by Councilmember Haas Steffen to recommend that City
Council adopt the employee Code of Conduct as part of the existing "Work Rules" and that staff
distribute a copy of the Code to each employee and arrange discussion sessions where employees
can ask questions about the Code.

Further discussion: Councilmember Haas'Steffen suggested a training session for members of
Boards and Commissions also.

Motion carried. Voting Yes: Mayor Gamec, Councilmembers Haas Stef£en and Beyer. Voting
No: None.

Personnel Committee/August 12, 1997
Page I of 2
