I <br /> I <br /> I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />CASE <br /> <br />REQUEST FOR SITE PLAN APPROVAL OF RAMSEY SCHWINN; <br />CASE OF RICHARD WOLENS <br /> By: Zoning Administrator Sylvia Frolik <br /> <br />Background: <br /> <br />Richard Wolens is seeking site plan approval to develop a 5,000 square foot bicycle sales and <br />service facility on Hwy. #10, just west of the Pro Sporting Goods facility. The development is <br />proposed on Lot 2, the most westerly lot of the newly proposed plat of Deal Commercial Center. <br />Deal Center is a replat of the Pro Sporting Goods lot and the adjacent property to the west. The <br />plat will enlarge the Pro Sporting Goods property and create two commercial lots from the <br />remainder of the property. The following items are enclosed: <br /> <br />a) <br />b) <br />c) <br />d) <br /> <br />e) <br /> <br />Site location map <br />Site plan <br />City Staff review letter dated October 2, 1997 <br />Draft Planning Commission meeting minutes dated October 7, 1997 (will be <br />available at the meeting) <br />Proposed development permit <br /> <br />Notification: <br /> <br />Because site plans are not required to be subjected to a public hearing and because the site is <br />surrounded by commercial properties, no notification of the pending development was forwarded <br />to area property owners. The owner of Pro Sporting Goods is aware of the proposal. <br /> <br />Observations: <br /> <br />City Staff is recommending that the facility obtain access to Hwy. #10 via the existing access in <br />the southwest comer of the Pro Sporting Goods site (Lot 1). There will be a vacant lot between <br />the Schwinn shop and Pro Sporting Goods and the development agreement for the Deal <br />Commercial Center will require that the developer, Jim Deal, construct the drivelane from Pro <br />Sporting Goods across the vacant lot to feed into the Schwinn facility. This is so there will not <br />be an interruption of improved drive access fi.om the Schwinn shop to the managed access on the <br />Pro Sporting Goods site. <br /> <br />The site plan submitted complies with City Code requirements for lot coverage, setbacks, <br />number and design of off-street parking spaces, and architectural standards. The applicant has <br />stated that the waste enclosure will be constructed of concrete block, which is in accordance with <br />City Code, and the final site plan will be modified accordingly. The site plan is also being <br />modified to include a lighting plan and landscape detail. <br /> <br /> <br />
