I <br />I <br />I <br />I <br />I <br /> <br />CASE <br /> <br />REQUEST FOR SITE PLAN APPROVAL; CASE OF SHARP AND ASSOCIATES <br /> By: Sylvia Frolik, Zoning Administrator <br /> <br />Background: <br /> <br />The City of Ramsey has received a request for site plan approval from Dennis Sharp of Sharp <br />and Associates. The plan proposes to construct a 73,920 square foot multi-tenant office and <br />manufacturing building on Lots 3 and 4 of the A.E.C. Energy Park 3rd Addition. The following <br />items are enclosed: <br /> <br />a) <br />b) <br />c) <br /> <br />d) <br /> <br />Site location map <br />Site plan <br />Draft Planning Commission meeting minutes dated October 7, 1997 (will be <br />available at the meeting) <br />City Staff Review Letter dated October 2, 1997 <br /> <br />Observations: <br /> <br />The facility is proposed to be constr,~cted in two phases with a zero lot line concept; the frrst <br />consists of 41,808 square feet and the second at 32,112 square feet. The ultimate size of the <br />structure meets City Code lot coverage restrictions. The exterior finish is proposed to be a <br />combination of rock and smooth face block which is in compliance with City Code. The facility <br />will be served by municipal water and sanitary sewer. The proposed placement of the building <br />meets all setback requirements. <br /> <br />The facility will have two accesses onto 143rd Avenue N.W. and an access to the east is <br />acceptable if Jaspar is ever extended north along the east plat boundary. In accordance with the <br />recommendations of the City Engineer, the westernmost access on 143rd is too close to the <br />intersection of 143rd and Ramsey Blvd. and will be relocated at least 150 feet from the west plat <br />boundary. The design and number of off-street parking spaces, loading docks, driveways and <br />maneuvering areas is in compliance with the requirement for paving and curbing. The waste <br />dumpsters will be located in the rear yard and a berm will be constructed along the north <br />property line to screen the dumpsters from the adjacent property to the north. This is in <br />compliance with one of the options established in City Code and the AEC Energy Park <br />covenants. .- ... <br /> <br />The site plan provides for the required 20 feet of green space along Ramsey Blvd. and 143rd <br />Avenue. The Landscape Plan has been reviewed by City Staff and is acceptable. <br /> <br />This is a tax increment financing (TIF) project under the instant equity program the City has been <br />operating. The City expenses towards the project are recovered within the time frame of the TIF <br />district. Council approved the development agreement on September 23, 1997. <br /> <br /> <br />
