While I cannot verify <br />your conversations with Bruce Bacon regarding the project, the scope remains the same as it <br />always has been - the request for change was only in the breakdown in anticipation of leaving the <br />resulting chips from the Pearson farm pile at the Pearson site - not grinding and hauling all to the <br />Pearson site. <br /> <br />My information regarding the withdrawal of your bid came directly from an e-mail message from <br />Bruce Bacon on Thursday, October 2, 1997 and stated that you had called and left a voice mail at <br />approximately 4:15 p.m. on Wednesday, October 1, 1997 indicating that your open bid had <br />expired but you would be interested in re-bidding when a second bid was received. <br /> <br />The second bid was being sought before my knowledge of your conversation with and/or voice <br />mail to Bruce Bacon. Upon requirements from FEMA I had to obtain a second bid. This bid <br />was sought on Wednesday, October 1, I997 by our Public Works Supervisor and was requested <br />to be submitted in a manner that would detail the chipping and hauling separately at each site. <br />That bid came in substantially lower than your original bid - which according to FEMA was the <br />case in several other communities in which you withdrew your original bids and attempted to re- <br />bid. <br /> <br />In conversations with FEMA I was told that I did not need to consider your second bid - which <br />according to your letter is not comparable to the other bid anyway because according to your <br />letter today, the scope on which you submitted your second bid was not consistent with the actual <br />scope of the project. As stated earlier, the scope had not changed, the only change was in the <br />price breakdown for each site. <br /> <br /> <br />
