You made it seem
as if I withdrew my bid on October 2, 1997. That is no.._~t the case! Bruce Bacon called to inform me that
the nature of the project was being substantially changed. Instead of grind, haul off site, and dispose of all
grindings fi.om both locations the project was changed to grind and stockpile at the Peterson Farm site.
This was a substantial change! I was therefore asked by Bruce Bacon to submit a new bid in response to
these new project specifications. I willingly complied with this request. If my bid is the lowest bid that was
received by the City I expect the City to make award to Ceres.

I am very concerned wifl~ the bidding process and award recommendation on this projecL 1 request that
we meet in person with the staff' members involved as soon as possible. Items I wish to discuss are:
whether a formal award baa been made by the City Council yet; whether FEMA representatives have been
informed of the facts I have outlined above; and what the actual bid results are. I respectfully request a
written response to this letter today, t need to determine if a formal protest needs to be made and what
course of action Ceres should take.

Since,ely,

Steve Spaid
Grinding Services Manager

CC:

Steve Jankowski, Bruce Bacon, City of Ramsey
Susan Jarrett, FEMA
