QUESTION ONE
SHALL THE CHARTER OF THE CITY OF
ADOPTION OF THE FOLLOWING:

RAMSEY BE AMENDED BY THE

Section 14.2 Community Development Standards. Expansion of the MUSA enables
residential development at a significantly higher density. The following community
development standards have been written to mitigate the impact high density residential
development may have on existing lower density neighborhoods thereby protecting their value
and quality of life. These standards apply to all residential development receiving final plat
approval after January 1, 1997.

14.2.1 Residential Real Property Density. All residential lots platted within the
MUSA after January 1, 1997, ("Subject Property") shall provide that the number of
residential platted lots per acre ("Density") of all residential lots platted within the
Subject Property that share a common border(s) with residential lots platted prior to the
Subject Property ("Existing Property") shall not exceed the lesser of (i) the Density of the
Existing Property immediately adjoining the Subject Property at their respective common
border(s) or (ii) one (1) residential platted lot for every one (1) acre of Subject Property.
And shall further provide that all residential lots platted within the Subject Property that
are within 1,000 feet of a common border(s) with Existing Property shall be subject to a
graduated density plan approved by the city.

14.2.2 Traffic Generation Analysis. Residential real property platted within the MUSA
after January I, t997, shall be subject to a traffic generation analysis which shall be
provided by the developer of the Subject Property. The city shall review this analysis for
the purpose of making a traffic impact determination. In the event the city's traffic
impact determination establishes that the proposed development of the Subject Property
will significantly increase the existing traffic flow through Existing Property which is
destined for the county and/or Minnesota highway system the city of Ramsey shall limit
the platted Density of the Subject Property to that of the adjacent Existing Property.

Following is the breakdown of the votes:

Precinct

7:00 a.m. Totals

Persons Registered on
Election Day

Total Number of
Persons Voting

Ramsey P- lA 1,582 06 118
Ramsey P- lB 2,523 12 94
Ramsey P-2 2,088 05 206
Ramsey P-3A 1,413 02 78
Ramsey P-3B 1,528 01 99
TOTAL 9,134 26 595

Canvassing Board/September 23, 1997

I
I
I
I
I
I
I
I
I
I
I
I'
I
I
I
I
I
I
I
