Code requires loading berths to be placed on rear walls of buildings. Given the nature of the <br />business~ numerous loading berths are required and to have them all on the rear .wall is not <br />reasonable. Consequently, staff is recommending that the tree plantings along Radium and the <br />southeast corner of the site be intensified to provide more effective screening of the loading <br />berths that face or may face public streets. Additionally, Council has deviated on this <br />requirement on previous site plans. <br /> <br />The City Engineer has requested the submission of a revised grading plan. <br /> <br />The Planning Commission reviewed the proposed site plan on October 21. Bob Kirschner, <br />Community Development Director from the City of Anoka, was present to address some <br />concerns on behalf of Anoka. They included depth of buffer area along common boundary with <br />Anoka, exterior finish on the accessory building, truck parking area, outside storage, etc. Staff <br />will be meeting with Anoka staff on the morning of October 28 to review and resolve <br />outstanding issues. It is also anticipated that in the furore, Ramsey and Anoka staff will <br />cooperate on site plan reviews for commercial development on the Ramsey/Anoka common <br />boundary line. <br /> <br />The proposed site plan meets all the requirements of the Business Park 95 covenants and will be <br />reviewed by that Board on October 29. <br /> <br />This is a tax increment financing (TIF) project under the instant equity program the City has been <br />operating. The City expenses towards the project are recovered within the time frame of the TIF <br />district. The development agreement was approved by City Council on September 23, 1997. <br /> <br />Recommendation: <br /> <br />The Planning Commission recommends site plan approval contingent upon compliance with the <br />City Staff review letter dated October 16, 1997 except that driveways onto Radium Street are <br />acceptable as proposed, a favorable review by the Business Park Architectural Review Board, <br />and resolution of issues raised by the City of Anoka. <br /> <br />Council Action: <br /> <br />Motion to approve/deny the proposed site plan for Northern Airgas contingent upon compliance <br />with the City Staff Review Letter dated October 16, 1997, accesses as proposed onto Radium <br />Street N.W., a favorable review by the Business Park 95 Architectural Review Board,, and <br />resolution of development issues along the Anoka/Ramsey common boundary. <br /> <br />Reviewed by: <br />City Engineer <br />City Attorney <br />CC: 10/2897 <br /> <br />I, <br />I <br />I <br />! <br /> <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br /> <br />
