I <br /> I <br />:1 <br /> <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> <br />CASE <br /> <br /> REQUEST FOR REVISED SITE PLAN REVIEW FOR A HOTEL; <br /> CASE OF L.A.N.D, PROPERTIES <br /> By: Zoning Administrator Sylvia Frolik <br />Background: <br /> <br />In 1996, the City Council approved a site plan for L.A.N.D. Properties to develop a retail center <br />on Lot 1, Block 1, Riverview Estates. That site plan has been revised to accommodate the <br />development of a Comfort Suites hotel. The following items are enclosed: <br /> <br />a) Site location map <br />b) Revised site plan <br />c) City Staff review letter dated October 16, 1997 <br />d) Proposed Development Permit <br /> <br />Notification: <br /> <br />Site plans are not required to be subjected to a public hearing. However, this particular site plan <br />also requires a variance to building height restrictions, which does require a public hearing. <br />Through the public hearing notice for the variance, the residential properties to the south of the <br />site will be informed of the pending hotel development. <br /> <br />Observations: <br /> <br />The site is properly zoned for a hotel. The 3-story hotel proposed is 17,543 square feet in size, <br />with an option for a future expansion of 3,468 square feet. The ultimate development proposal is <br />in compliance with the 35% building coverage restriction. However, the site is also subject to <br />the regulations of the Mississippi River Critical Overlay District which restricts impervious <br />surface to 30%. Impervious surface includes buildings and pavement. The previous site plan for <br />a retail center had an impervious surface of 77%. The current plan has an impervious surface of <br />55%. The applicant obtained a variance in 1996 from the City and DNR for a 77% impervious <br />surface coverage. DNR has been notified that the impervious surface on the site will decrease to <br />55% and they will most likely require a new request for variance certification along with a <br />revised set ofplans. <br /> <br />As with the previous site plan, there will be one access onto Sunfish Lake Boulevard. The two <br />accesses previous proposed onto Riverdale Drive will be decreased to one. With regard to the <br />access onto Highway # 10, the applicant 'has revised it to a right-in only with a right mm lane in <br />accordance with Mn/DOT's recommendations in 1996. <br /> <br />The exterior of the hotel is proposed to be faced with a synthetic stucco, which is in accordance <br />with City Code. The building height restriction in the B-3 Business District and the Critical <br />River Overlay District is 35 feet. The hotel structure is 35 feet in height but the design choice <br />includes a false front monument that at its highest point is 44'6" from grade. The Board of <br />Adjustment granted a variance on October 21, 1997 that requires DNR certification also. <br /> <br />/51 <br /> <br /> <br />
