I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br />I <br /> I <br />I <br /> I <br /> I <br /> I <br /> i <br /> I <br /> I <br /> I <br /> I <br /> I <br /> <br /> CASE #: 1~. <br /> <br />COUNTY HOUSING AND REDEVELOPMENT AUTHORITY LEVY <br /> By: Zoning Administrator Sylvia Frolik <br /> <br />Background: <br /> <br />In recent months, the Council has expressed some interest in the need for senior housing <br />in Ramsey. To that end, the Council has allocated Community Development Block Grant <br />funds to retain a consultant to do a senior housing needs assessment for the community. <br /> <br />We have also received a request from the Anoka County Housing and Redevelopment <br />Authority for Ramsey's inclusion in the 1998 levy for improvements to the housing stock <br />in Anoka County. <br /> <br />Observations: <br /> <br />The levy is based on population and if we accept the levy, it would be approximately <br />$90,000 in 1998. This levy can be targeted for a project in Ramsey and the funds would <br />be allocated accordingly. If Ramsey decides to do a publicly funded senior housing <br />project in the community, then the levy would be assessed annually until the bonds sold <br />by the HRA for the project are paid off. If we do not do a project in 1998, the funds <br />would be carried over until the project is ordered. If we decide not to do a project, we can <br />opt out of the levy in 1999 and the $90,000 collected would be expended on an <br />alternative HRA project in Ramsey. <br /> <br />If we do a senior housing project through the Anoka County HRA, the HRA develops, <br />owns and operates the facility. The project would be subject to the review and approval <br />of the Ramsey City Council. It is anticipated that the rental fees for the units can be <br />$150-$200 less per month with a publicly funded project versus a privately owned <br />facility. <br /> <br />Staff will attempt to have some information available at the meeting regarding the impact <br />of a $90,000 levy on an average household and commercial business in the City. <br /> <br />The following items are enclosed for your information: <br /> <br />a) <br />b) <br />c) <br /> <br />HRA Operational Policies and Procedures <br />Letter from HRA Chair Paul McCarron dated September 3, 1997 <br />Proposed resolution for inclusion in the 1998 HR.A levy <br /> <br /> <br />
