Mr. Jankowski anticipated a need to mitigate some wetland. <br /> <br />Motion by Councilmember Haas Ste£fen and seconded by Councilmember Beahen to adopt <br />Resolution #97-09-282 authorizing acquisition of property for Highway purposes. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Haas Steffen, Beahen, Beyer, and <br />Zimmerman. Voting No: None. <br /> <br />Case #6: Request for a Home Occupation Permit; Case of Barbara Nelson <br /> <br />Zoning Administrator Frolik stated that she received an application i-om Barbara Nelson for a <br />home occupation permit to establish a hair and nail salon in her home at 5211 - 155th Lane NW. <br />Ms. Nelson is proposing to construct an addition to her home for this purpose. The room <br />addition just meets the 20% restriction for area of home devoted to home occupation. She will <br />be the sole employee and she expects to service approximately 30 clients per week. Ms. Nelson <br />will also have tanning beds but that feature will not be advertised. They are there for the <br />convenience of her regular hair and nail customers. She is requesting hours of operation from <br />9:00 a.m. to 8:00 p.m., Monday through Friday. A public hearing was conducted by the <br />Planning Commission and no verbal or written comments were received. Staff and the Planning <br />Commission are recommending approval of Ms. Nelson's request. <br /> <br />Motion by Councilmember Haas Steffen and seconded by Councilmember Beyer to adopt <br />Resolution #97-09-283 adopting Findings of Fact #0441 relating to a request from Barbara <br />Nelson for a home occupation permit at 5211 - 155th Lane NW. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Haas Steffen, Beyer, Beahen and <br />Zimmerman. Voting No: None. <br /> <br />Motion by Councilmember Haas Steffen and seconded by Councilmember Beyer to adopt <br />Resolution #97-09-284 approving the issuance of a home occupation permit based on Findings of <br />Fact #0441 and declaring terms of permit for a hair and nail salon in the single family residential <br />district. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Haas Steffen, Beyer, Beahen and <br />Zimmerman. Voting No: None. <br /> <br />Case #7: <br /> <br />Request for a Conditional use Permit to Grade and Export Soils; Case of <br />John Enstrom <br /> <br />City Engineer Jankowski advised that on August 14, 1997, Mr. John Enstrom submitted an <br />application to the City for a conditional use permit to grade and export approximately 114,000 <br />yards of soil from his property at 8702 - 181st Avenue NW (County Road #64). The purpose of <br />the permit is to create a pond on the property, dry the excavated materials and export them off the <br />site as topsoil. Mr. Jankowski pointed out that the Planning Commission reviewed the <br />application and focused on several points.
