During the public hearing conducted by the Planning Commission, the area residents <br />were looking for assurance that the tree preservation plan would be adhered to during grading <br />operations and all grading and public improvement activity would access the property from T.H. <br />#47 rather than from the residential neighborhood to the west. Mr. John Peterson confirmed that <br />the activity would comply with the tree preservation plan and sole access will be from T.H. #47. <br />The Planning Commission and City staff recommend approval of the request. <br /> <br />Motion by Councilmember Beahen and seconded by Councilmember Haas Steffen to adopt <br />Resolution #97-09-287 adopting Findings of Fact #0443 relating to a request from Good Value <br />Homes, Inc. for a conditional use permit to grade and export soils. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Beahen, Haas Steffen, Beyer and <br />Zimmerman. Voting No: None. <br /> <br />Case #9: <br /> <br />Request for an Extension to Conditional use Permit and Site Plan Approvals; <br />Case of Alloy Recovery Company <br /> <br />Zoning Administrator Frolik stated that the applicant withdrew the request. <br /> <br />Case #10: Development Issues <br /> <br />City Administrator Schroeder noted there are pending projects in both the AEC Energy Park and <br />the Ramsey Business Park. Staff is working to complete as many agreements, as possible, in <br />September. He summarized the projects and asked for approval on them, contingent upon City <br />Attorney review and approval. The first project is another by Sharp Construction. It is located in <br />the AEC Energy Park at the intersection of Ramsey Boulevard and 143rd. It is a two-phase spec <br />building similar to that on C.R. #116 and Unity Street. The site plan for this project will be <br />placed before Council in October. What is being presented for approval is a $1.6 million first <br />phase which includes a reimbursement to AEC for the land and $28,500 in site improvements <br />and the $1.1 million second phase with $12,500 in site improvements. All City costs are covered <br />out of the TIF. Council approval of this project would allow for the developer to pursue <br />financing. <br /> <br />Motion by Councilmember Beyer and seconded by Councilmember Beahen to approve the <br />Development Permit for Sharp Construction contingent upon City Attorney review and approval. <br /> <br />Motion carried.
