I I I I I I I I I ,~--.~ASE #: / POLICE CHIEF'S PERFORMANCE APPRAISAL By: Linda Waite Smith, Administrative Services Manager Background: When Dave Gustafson was appointed Police Chief in April of this year, the Council asked that performance reviews be scheduled at six and twelve months. In October the City Council discussed with Chief Gustafson his progress toward meeting the expectations established during the appointment process, including: a. Updating the Police Department Policy Manual. b. Developing an initial reaction plan for the Police Department to respond to emergencies, in conjunction with other responsible agencies. c. Realigning work assignments in the Police Department to increase effectiveness. d. Devising a plan to strengthen community oriented policing in Ramsey. e. Developing a plan for regular communication between the Police Chief and the Council and the between the Police Chief and other City department heads. f. Developing a plan for continuing education and training for all members of the department.. During the October discussion, the formal evaluation conducted by the City Administrator was not available to the Council. Since then, the completed evaluation has been received and a copy is included as a separate document in the agenda packet for the November I 0 Council meeting. All indications are that Chief Gustafson has performed satisfactorily during the first six months in his position. The formal evaluation does not note any deficiencies. Neither the former City Administrator nor the Acting City Administrator have received any complaints regarding the Chief. He appears to be making steady progress on the goals established for his first year as head of the department.
