Holding tanks. Holding tanks may be allowed only as <br />replacements for existing non -conforming urban service area <br />systems and only where it can conclusively be shown that a <br />standard or approved alternative system cannot be feasibly <br />installed, or where holding tanks can be demonstrated to be more <br />economical than alternative systems. <br />1. Construction. A holding tank shall be constructed of the <br />same materials and by the same procedures as those <br />specified for watertight septic tanks, except that there be no <br />outlet pipe. <br />Printed 12/28/90 <br />2. Access. A clean out pipe of at least 6 inches diameter shall <br />extend to the ground surface and be provided with seals to <br />prevent odor and to exclude insects and vermin. A manhole <br />of at least 20 inches in dimension shall extend to a point <br />within •12 inches, but no closer than 6 inches, below finished <br />grade. The manhole cover shall be covered with at least 6 <br />inches of earth. <br />3. Depth of Bury. The tank shall be protected against floatation <br />under high water table conditions. <br />4. Capacity. For a dwelling, the size shall be 2,000 gallons or <br />400 gallons times the number of bedrooms, whichever is <br />greatest. For permanent structures other than dwellings, <br />the capacity shall be based on measured flow rates or <br />estimated flow rates. The tank capacity shall be at least 5 <br />times the daily flow rate. <br />5. Location. Holding tanks shall be located. - <br />a) In an area readily accessible to the pump truck under <br />all weather conditions; <br />b) As specified for septic tanks; <br />c) Where accidental spillage during pumping will not <br />create a nuisance. <br />6. Water Meter. A water meter shall be required with all <br />holding tanks to measure the flow to all plumbing fixtures <br />except the outside sillcocks. Readings shall be submitted at <br />least quarterly to the pumper and the council. Readings <br />shall be used to establish the amount of sewage pumped and <br />hauled. <br />7. Contract. A contract for disposal and treatment of the <br />sewage wastes shall be maintained by the homeowner or <br />pumper with a municipality, agency or firm established for <br />that purpose. <br />Page 259 <br />-4W7 <br />
