U <br />IFC CASE # 4 <br />AWARD CONTRACT FOR RESIDENTIAL CURBSIDE RECYCLING PROGRAM <br />By: Jessie Hart, Finance Officer <br />' Background: <br />On October 28, 1997, the City Council directed staff to solicit proposals for the provision of the <br />' residential curbside recycling program for a minimum three-year contract. The request for <br />proposal was advertised in the Anoka Union and proposal packets were mailed to all licensed <br />haulers in the City of Ramsey. Proposals were due back to the City with the bid opening taking <br />' place on Friday, November 14, 1997. <br />The City received only on response to the request for proposals. This response was from Ace <br />' Solid Waste, Inc., who currently provides the service. The proposal provides for the following <br />rates for each of the three years: <br />1998 <br />$1.56/month/household <br />1999 <br />$1.66/month/household <br />2000 <br />$1.78/month/household <br />These rate proposed for 1998 is consistent with the proposal submitted by Ace during July, 1998 <br />and represents the increase costs of warehousing, marketing and capital costs incurred by the <br />hauler. The rate in effect until the end of 1997 is $1.37/month/household, which has not been <br />increased in three -years. <br />The proposal also includes an option for the pick-up of clothes/textiles. This would be an <br />additional 6¢ per household, if the City desires to add this service to the program. <br />Attachments: <br />Proposal Cover Letter - Ace Solid Waste, Inc. <br />Bid Proposal - Ace Solid Waste, Inc. <br />Contract for Curbside Recycling Program <br />As indicated in the proposal cover letter, Ace is committed to providing the highest level of <br />service in the most cost effective manner possible. They have served the City well over the past <br />several years and are very interested in continuing that high level of service. <br />' As an aside, in response to this award, it will be necessary to evaluate the rate that we currently <br />charge our residential properties. That rate is currently $3.05/per quarter/household. It is <br />anticipated that this:rate will need to be revised based on changing levels of the main subsidy, the <br />SCORE Funds from Anoka County. This rate recommendation will be made at the point in time <br />when the Enterprise Budgets are reviewed and the Schedule of Rates, Fees and Charges is <br />adopted for 1998. <br />
