This scenario would also propose the use of straight salt on these roadways which ' <br />would be a change from our current practice of utilizing a 1:10 salt/sand mixture on all of our <br />roads. This would improve driving conditions during the storm on arterial streets and improve <br />the availability for response to emergency situations which would be coordinated through 911. <br />There would be a better potential for achieving bare pavement on these arterial streets following <br />the storm because of straight salt applications and reduced snow packing plus improved public <br />relations as a result of the extended presence. <br />Public Works Supervisor Mevissen talked about the length of time it takes for cul-de-sac routes <br />and also the parking lot at City Hail and the Police Department. He would also be doing the lot <br />at the Public Works Department and Dan Bray would take care of the sidewalks, etc. at City Hall <br />and the Police Department. <br />Councilmember Haas Steffen felt that the Fire Chief, who, beginning in January, would also be <br />the Public Works Director, should be in on this discussion. However, she did not have a problem <br />temporarily adopting this until the first of the year. She added that she would like to have staff <br />determine what the cost would be to have a goal of clean-up in four hours following an average <br />snowfall. <br />Councilmember Beyer arrived. <br />Motion by Councilmember Haas Steffen and seconded by Councilmember Beyer to recommend <br />Council authorize adding a sixth cul-de-sac route via contracting and that an evening shift be <br />added to keep arterial streets passable during the storm at an estimated cost of $4,500 ($3,000 for <br />labor, $1,000 for salt and $500 for fuel). The policy should be modified accordingly and staff is <br />also directed to bring back a cost estimate for getting the City's roads cleaned up in four hours. <br />Motion carried. Voting Yes: Councilmembers Haas Steffen, Beyer and Zimmerman. Voting <br />No: None. <br />Case #2: Consideration of Replacing Chapter 8.30 of City Code (Sewage Disposal <br />Systems) with Minnesota Rules Chapter 7080 <br />City Engineer Jankowski reminded the Committee that the City is required to bring its <br />ordinances in conformance with Chapter 7080 by December 31, 1997. He presented a model ' <br />ordinance provided by the Minnesota Pollution Control Agency and pointed out the sections <br />which are not mandatory. He noted that there are 14 major issues associated with the optional <br />sections and he felt they were of particular importance and should be gone through one by one. <br />The Committee noted there was not adequate time to discuss this and suggested that if there is <br />more time between the Personnel Committee meeting and the Council meeting, the Road and <br />Bridge Committee would reconvene to discuss this. <br />Motion by Councilmember Haas Steffen and seconded by Councilmember Beyer to recess the <br />Road and Bridge Committee Meeting. <br />rCommittee/October Road and B �id a g 14, 1997 <br />Page 2 of 3 <br />OEM <br />
