Case 42: Authorize Entering into Agreement with the DNR for $1,000 Snowmobile <br />Safety Enforcement Grant <br />Finance Officer Hart stated that on October 8, 1997, the Ramsey Police Department was notified <br />that the City qualifies for funding in the amount of $1,000 through the Snowmobile Safety <br />Enforcement Grant Funding Program. This money can be used to fund or supplement the <br />enforcement of all snowmobile statutes, regulations and rules, including but not limited to <br />alcohol related offenses and illegal operation of snowmobiles. It can fund the overtime incurred <br />or the special equipment required to provide these enforcement services and requires no <br />' <br />matching funds from the City. Staff is recommending that the application be completed and the <br />agreement signed by the appropriate staff and submitted by the October 31, 1997 deadline. <br />' <br />Motion b Councilmember Boyer and seconded b Councilmember Zimmerman to recommend <br />Y Y Y <br />Council adopt the resolution authorizing acceptance of the Snowmobile Safety Enforcement <br />Grant in the amount of $1,000 and direct staff to submit the application and agreement with <br />' <br />appropriate signatures. <br />Motion carried. Voting Yes: Councilmembers Beyer, Zimmerman, and Beahen. Voting No: <br />None. Absent: Mayor Gamec and Councilmember Haas Steffen. <br />Case #3: Status of Requests for Proposals and Contract for Curbside Recycling <br />Program <br />Finance Officer Hart stated that the Finance Committee directed staff to prepare requests for <br />proposals for the curbside recycling program as the current contract with Ace Solid Waste, Inc. is <br />set to expire on December 31, 1997. Staff was also directed to consider including other <br />contracting options such as the City receiving all proceeds from the sale of recyclables. This area <br />' <br />was researched extensively and it was found that cities that contract individually or as part of a <br />group have moved completely away from that concept. This movement is the result of the <br />volatility in the recyclable product market. Ms. Hart reported that she had spoken with Marilyn <br />Corcoran who heads up the curbside recycling program for Brooklyn Park, Brooklyn Center, <br />Crystal and New Hope. She {Corcoran} also has experience in other cities in the same function <br />and recommends that it is in the best interest of the cities to let the contractor assume the burden <br />from market conditions. Based on this information, Ms. Hart stated she would like to distribute <br />information to all licensed haulers in the City of Ramsey as well as a publication in the Anoka <br />' <br />Union. <br />Motion by Councilmember Zimmerman and seconded by Councilmember Beyer to recommend <br />City Council direct staff to continue with the process of requesting proposals for the provision of <br />the curbside recycling program for a minimum three-year contract based on proposal information <br />presented. ' <br />Motion carried. Voting Yes: Councilmembers Zimmerman, Beyer, and Beahen. Voting No: <br />None.
