I <br />I <br />I <br />! <br />I <br />I <br />I <br />I <br /> <br />CASE # <br /> <br />TRAFFIC CIRCLE AT 149TH AVENUE AND PERIDOT STREET <br /> By: Steve Jankowski, City Engineer <br /> <br />Background: <br /> <br />At the September 9, 1997 meeting, in response to citizen concern regarding speeding on 149th Avenue, <br />the City Council ordered the installation of a temporary traffic circle at the intersection of 149th <br />Avenue and Peridot Street. The traffic circle was installed on November 5. <br /> <br />Since its installation, several issues have emerged regarding the traffic circle. First, longer wheel-base <br />vehicles, particularly school buses and fire trucks, have difficulty negotiating the traffic circle by <br />legally traveling right of the circle when westbound on 149th Avenue. In addition, many passenger <br />vehicles which can negotiate this movement right of the circle are choosing to travel left of the circle <br />because it is an easier movement and can be done at a greater speed. Secondly, since the installation of <br />the traffic circle, there has been an accident involving a vehicle leaving the roadway. Previous to the <br />installation, there had been no reported accidents in the past five years at this location. Finally, there <br />has been several incidents of vandalism to the traffic circle which is an additional cause for concern, <br />both from the standpoint of safety and expenditure of taxpayer dollars. <br /> <br />I <br /> I <br /> I <br /> I <br /> <br />At the November 23, 1997 Council meeting, the Council directed that the future status of this traffic <br />circle be placed on the December 9, 1997 agenda. <br /> <br />Notification: <br /> <br />In accordance with City Council directives, the attached letter was sent to all developed properties <br />fronting on 149th Avenue between Ramsey Boulevard and Uranium Street. The letter advises of the <br />reasons for the Council reconsidering the traffic circle installation and indicates that their input will be <br />welcomed. <br /> <br />Action: <br /> <br />I <br /> <br />Based on discussion, the Council should direct one of the following: <br /> <br />I <br />I <br /> <br />a) The traffic circle remain as currently installed; <br />b) The traffic circle be modified slightly in accordance with the recommendation of the City <br /> Engineer; <br />c) The traffic circle be removed; or <br />d) Other. <br /> <br />I <br />I <br />I <br />I <br /> <br />Reviewed by: <br /> <br />Acting City Administrator <br />City Attorney <br />Police Chief <br />Fire Chief <br />Public Works Supervisor <br /> <br />CC: 12/9/97 <br /> <br /> <br />
