7.02: Request to Approve Anoka County Connectivity Services Agreement for <br />Broadband Services <br />City Attorney Goodrich reviewed the staff report. <br />Motion by Mayor Ramsey, seconded by Councilmember Wise, to approve the agreement with <br />the noted amendments and to grant the City Attorney authorization to agree to any additional <br />modifications that may be proposed by the County. <br />Motion carried. Voting Yes: Mayor Ramsey, Councilmembers Wise, Backous, Elvig, McGlone, <br />and Tossey. Voting No: None. Absent: Councilmember Jeffrey. <br />7.03: Request to Adopt Ordinance to Amend Section 117-90 "Map" of Chapter 117 of the <br />Ramsey City Code Related to the 2030 Comprehensive Plan; Case of the City of <br />Ramsey <br />Senior Planner Gladhill reviewed the staff report. <br />Councilmember McGlone commented there were a few residents in the room at the last meeting <br />that thought their taxes may go up in response to this issue. He noted they will not be going up <br />as a result. <br />Senior Planner Gladhill explained that staff received a response from the County Planner, which <br />reiterated this will not trigger a change to residents' assessed value. Functional use changes may <br />occur such as residential to commercial. He suggested residents call City Hall or go to the City's <br />website if there are any concerns. <br />Councilmember McGlone asked Senior Planner Gladhill to explain legal non -conforming use, <br />also called grandfathering. <br />Senior Planner Gladhill clarified if a resident has been approved for a certain use or tax level <br />currently, the City cannot demand a resident change to conform to future regulations. This is in <br />the City Statute. <br />Motion by Councilmember Elvig, seconded by Councilmember McGlone, to waive the City <br />Charter requirement to read the ordinance aloud and adopt Ordinance # 11-03 to amend section <br />117-90 "Map" of Chapter 117 of the Ramsey City Code related to the 2030 Comprehensive Plan. <br />Roll call vote: <br />Councilmember Tossey aye <br />Councilmember Elvig aye <br />Councilmember Jeffrey absent <br />Councilmember Backous aye <br />Councilmember Wise aye <br />Councilmember McGlone aye <br />City Council / April 12, 2011 <br />Page 6 of 9 <br />
