CHARTER COMMISSION <br />CITY OF RAMSEY <br />ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br /> The Ramsey Charter Commission conducted a regular meeting on Thursday, October 10, 1996, at <br /> the Ramsey Municipal Center, 15153 Nowthen Boulevard NW, Ramsey, Minnesota. <br /> <br />Members Present: Chairperson Bernard Steffen <br /> Commissioner Susan E. Anderson <br /> Commissioner Dennis Donovan <br /> Commissioner Keith Kiefer <br /> Commissioner Richard Netzloff <br /> Commissioner Virginia Spain Brist <br /> Commissioner Jay Swokowski <br /> <br />Members Absent: Commissioner Judy Marn <br /> Commissioner Judy Roff <br /> <br />Also Present: City Administrator Ryan Schroeder <br /> <br />CALL TO ORDER <br /> <br /> Chairperson Steffen called the regular meeting of the Charter Commission to order at 7:32 p.m. <br /> CITIZEN INPUT <br /> <br /> None <br /> <br /> APPROVE AGENDA <br /> <br />A case was added to accept the resignation of Judy Roff. <br /> <br /> Consensus was to approve the agenda as amended. <br /> <br /> APPROVE MINUTES <br /> <br />Motion by Commissioner Kiefer and seconded by Commissioner Swokowski to approve the <br />following Charter Commission minutes: <br /> <br />1) Regular meeting minutes dated April 18, 1996 <br />2) Regular meeting minutes dated July 18, 1996 <br /> <br />Motion carded. Voting Yes: Chairperson Steffen, Commissioners Kiefer, Swokowski, <br />Anderson, Donovan, Netzloff and Spain Brist. Voting No: None. Absent: Commissioners Marn <br />and Roff. <br /> <br />COMMISSION BUSINESS <br /> <br />Case gl: Review Chapter 3 of the City Charter as it Pertains to Roll Call <br /> Voting <br /> <br />City Administrator Schroeder explained that the City has two readings of an ordinance - one <br />reading to introduce and one to adopt.
