CASE #5 <br /> <br />REVIEW PROPOSED DEVELOPMENT MORATORIUM <br /> By: Ryan Schroeder, City Administrator <br /> <br />Background: <br /> <br />At the February 11, 1997 meeting, the Ramsey Residents for Responsible Government <br />presented Council with a draft Charter amendment proposing a moratorium be placed on <br />development. The Charter Commission discussed this proposal at their February meeting <br />and directed that a Charter Commission meeting be scheduled upon notice of any <br />petitioning and to invite the people who are circulating the petition. It was felt that <br />people were misinformed during the last petition circulation and that issues should be <br />dealt with "at the time" as .opposed to two months later. It was further stated that the <br />information process needs to be started and then people will be able to make their own <br />decisions. <br /> <br />For your information, at the April 8, 1997 meeting, Council adopted an ordinance placing <br />a 30-day moratorium on all development in the City of Ramsey, with the exception of <br />commercial, industrial, Sunfish Pond and Alpine Estates.
