Attorney Goodrich responded that he does not know of a provision which would allow anyone at
this point to pull back a petition. Mr. Hendriksen does not have the authority to pull it back as
now it's the request of the five percent of the voters who signed it, not the petitioning committee.

Chairperson Peterson asked, so that this might not happen again, would Mr. Hendriksen consider
entering into a friendly discussion with regard to these types of issues.

Mr. Hendriksen felt that he has attempted to do that but that he has been rebuffed each time.

Mr. Dempsey offered to work with Mr. Hendriksen as he agrees with a lot of the principals he
stands for, however, he disagrees with the process he takes and the severity of the language he
uses in the proposed amendments. Mr. Dempsey felt he could provide the urban viewpoint while
Mr. Hendriksen could provide the rural viewpoint.

Mr. Hendriksen responded that if Mr. Dempsey gets elected, he would talk with him as much as
he would like.

Attorney Goodrich stated that it's his opinion that the City Council will state the reason the
moratorium was adopted is because they want to address the impact urban has on rural density.

ADJOURNMENT

Motion by Commissioner Swokowski and seconded by Commissioner Donovan to adjourn the
meeting.

Motion carried. Voting Yes: Chairperson Peterson, Commissioners Swokowski, Donovan,
Anderson, Kiefer, Spain Brist and Vogt. Voting No: None. Absent: Commissioners Marn and
Netzloff.

The regular meeting of the Charter Commission adjourned at 10:08 p.m.

Respectfu~~d,.~

City Administrator

Charter Commission/July 10, 1997
