CASE #1

ECONOMIC DEVELOPMENT COMMISSION VISION
By: James D. Gromberg, Economic Development Coordinator

Background:

At our last meeting on December 5, 1996, the Commission members present discussed the future
direction of the Economic Development Commission (EDC). This discussion has been brought
on by a series of issues that are currently coming to the forefront in the City. These issues
included the number of vacancies on the EDC, the changing in the direction of the city staff with
regard to economic development, and the seemingly aimless direction of the Commission as a
whole.

During the last year, the EDC has seen the Business Appreciation Day grow to the largest turnout
in its' history and the development of more commercial/industrial space than in any previous
time period. These highs have been tempered by the Business EXPO struggling to maintain the
attendance by local businesses and the difficulty in finding volunteers to work at the Game Fair
Booth.

Using the discussions that occurred at the last meeting and ideas provided by the City
Administrator, I have developed the following suggestions for the future of the EDC.

· Limit EDC involvement in the Business Appreciation Day to a review of the materials
that are to be sent out and attendance at the event.

Change the format of the Business EXPO to more of a description of services provided
by the City for the residents. This may include the community education, RYAA,
recycling services, solid waste management from Anoka County, economic development
activities, etc.

· Continued involvement in the Game Fair with the EDC members providing assistance in
the booth attendance.

Development of a plan for the future development of the Highway #10 corridor. This
plan should also include the proposed split of property between commercial/industrial
and residential as indicated by the proposed comprehensive plan update.

Intensification of the business visitation program. This may take the place of the monthly
meeting if required due to scheduling conflicts of EDC members. Continued
development of marketing opportunities for the City.
