Mr. Meyer
stated that there is a driveway easement between his property and his neighbor, Mr. Peterson. Mr.
l~eterson has been allowed to elevate and widen the driveway easement. City Engineer Jankowski
and DNR representatives have v~sited the site, and Mr. Peterson has been advised that he could not
add more ill/. However, Mr. Peterson widened the driveway another 7 feet, and drainage is now
blocked on his own property. The easement is approximately 25 feet wide at this time.
Approximately 2 to 4 feet of sugar sand has been added which is blocking the culvert from his and
his neighbors' properties. Because Mr. Meyer's property is the low point, he anticipates that it will
be 50 percent to 75 percent under water in the spring. With the fill that Mr. Peterson began putting
in a few years ago, the road was washed out and a culvert was put in. The driveway easement is
being widened for Mr. Peterson's Christmas tree farm. Mr. Meyer acknowledged that although he
understands that neighbor disputes are civil matters, the fact is that there is no drainage from his
property and he is here to inform the Council about what is happening and request help to restore the
drainage pattern to its original flow.

City CounciVNoVember 12, 1996
