CASE

FIRE DEPARTMENT STORM TEAMS
By: Dean Kapler, Fire Chief

Background:

During severe weather (mostly snow and/or ice storms) the response of fkefighters to the fire
station may be greatly lengthened and, in some cases, practically impossible. I am proposing the
creation of "Storm Teams". These teams will act as a first response group to a fke incident to
minimize the response time in severe weather. Each team will be made up of a group of
firefighters to assure a minimum of 4, maximum of 6. These teams will staff the fire station until
the senior officer feels the increased response time has been minimized. The teams would respond
in the following manner:

If, in the opinion of the senior officer, response time would be
greatly increased, he would ask Central Communications to page out
"Ramsey Storm Team X". This team will staff the fire station until
the senior officer decides the response conditions have been
minimized to a point that typical response may resume. Firefighters
staffing the fire station would be paid the normal incident pay for the
entire time the station is staffed.

In my opinion, a normal, Minnesota weather year would require 0 - 3 responses of this nature.

Recommendation:

Staff recommends adopting a response by the Fire Department to minimize response time during
severe weather. Response would be limited to 4 - 6 firefighters.

Board Action:

Motion to adopt a response by the Fire Department to minimize response time during severe
weather. (Response would be limited to 4 - 6 firefighters.)

Reviewed by:

Fire Chief
City Administrator

FB: 02/04/97

/jmt
