the citizen's eyes. In the one, two or three times a year this would happen, he is proposing that he <br />staff the Fire Department Storm Crew with a minimum of four members and a maximum of six. If <br />we call for six, we would probably have four that would be able to come. It would give that group <br />a jump on time response if something does happen. <br /> <br />Councilmember Beyer suggested this should be done in conjunction with the snow plow crews so <br />in an emergency, the Department would be able to get to the place. You would need to have the <br />large drifts of snow removed. <br /> <br />Chief Kapler stated he had not yet looked at that. He is planning to talk with the Public Works <br />Supervisor about the snow plowing policy. <br /> <br />Mr. Schroeder stated that the snow plow crews try to get out at midnight but it depends on if it's <br />still snowing or not or if more snow is expected. If we are supposed to get three to four inches <br />between midnight and 6:00 a.m., they will start plowing around 2:00 a.m. If we are supposed to <br />get 10 inches, they will maybe wait until morning. <br /> <br />Councilmember Beyer added that the snow <br />efficiency level drops a lot after eight hours. <br />wonderful idea. <br /> <br />plow crew tries to do eight-hour shifts because the <br />She felt that a storm crew stationed at the station is a <br /> <br />Chief Kapler added that the f'n'e tracks get through poor roads pretty well. <br /> <br />Boardmember McLaughlin added that no matter how much snow is on the roads, the Fire <br />Department will make an attempt to get to the station and get to the call. With a storm crew, we <br />would be ahead if an emergency call came in and we had a crew already here to respond. <br /> <br />Chief Kapler asked if Mr. Schroeder thought it would be possible ~to get the Public Works <br />Department to help out with this. <br /> <br />Mr. Schroeder replied, yes, he could not think of a time when you could not get the Public Works <br />guys here, however, he did not know how quickly they could respond. He added that there has <br />been some talk about keeping a plow here at City Hall - maybe a D.A.R.E. vehicle with a plow. <br /> <br />Councilmember Beyer thought that could work although it could not do as good a job as a big <br />plow. <br /> <br />Mr. Schroeder asked if it would make sense to put a plow on one of the grass rigs. <br /> <br />Chief Kapler replied that this is definitely an option - both rigs are one-ton vehicles. He added <br />that, in a medical situation, these would be the vehicles the Department would take. <br /> <br />Councilmember Beyer commented that the Department would also have the Sheriff's Department <br />for assistance and other departments. However, the more ready we could be, the better. <br /> <br />Mr. Schroeder asked about sleeping arrangements for the storm crew. <br /> <br />Chief Kapler answered that, right now, the Department is not geared up for lodging - or at least not <br />for co-ed. He had not really looked into the cost of this either and added that he is viewing this as <br />a project for next year. If there would be use for this yet this year, he would suggest "grabbing a <br />sleeping bag". One of the other things he had thought of was that Bob Litke has cots at the Boy <br />Scout Camp - that may be a possibility. <br /> <br />Mr. Schroeder asked if the storm crew would be a sleeping shift. <br /> <br />Fire Board/February 4, 1997 <br /> Page 3 of 6 <br /> <br /> <br />
