CASE <br /> <br />REQOEST FOR SKETC LAN REWEW OF LAKE <br /> CASE OF G.M. HOMES <br /> By: Zoning Administrator Sylvia Frolik <br /> <br />Background: <br /> <br />John Lamoureux of G.M. Homes has applied for sketch plan approval to develop 75 'for sale' <br />townhouse units on Out_lot B of Sunfish Square. The subject property is located at the northeast <br />comer of the intersection of County Roads #116 and #57. <br /> <br />The following items are enclosed: <br /> <br />a) <br />b) <br />c) <br /> <br />Site location map <br />Sketch plan <br />City Staff Review Letter dated December 30, I996 <br /> <br />Notification: <br /> <br />No surrounding properties were notified of the sketch plan submittal. The property will have to be <br />platted into the 75 townhouse lots proposed and the surrounding properties will be notified of the <br />preliminary plat public hearing. <br /> <br />Observations: <br /> <br />The property consists of 8.5 acres and under Multiple Residential zoning (15 units per acre), the <br />property is etigible for 130 units; the developer is proposing 75 units. <br /> <br />Access to the plat is proposed from 142nd Lane on the north and 141st Lane on the east. The City <br />Engineer prefers.that the extension from 142nd to 141st through the plat and all other interior streets <br />be developed as private streets. The private road concept is preferred because it allows the Developer <br />to build narrower streets which provides the opportunity for more green space, more off-street <br />parking nodes and more area for snow storage. <br /> <br />At the time Sunfish Square was platted, it was determined that the northeast comer of the Multiple <br />Residential parcel would be reserved for a drainage pond. <br /> <br />The proposal is similar to a previous sketch plan for the site and it is expected that the Park <br />Commission recommendation will remain the same: a cash contribution. It is also anticipated that <br />the Park Commission will require a tot lot on the site which is not park dedication credit eligible. <br /> <br />A site plan review process will also be required to review and approve development aspects such as <br />architectUral standards, off-street parking, structure setbacks, landscaping, etc. <br /> <br />Recommendation: <br /> <br />City Staff recommends sketch plan approval. <br /> <br />Commission Action: <br /> <br />Motion to: <br />Recommend that the developer proceed to apply for preliminary plat approval and site plan <br />approval. <br /> <br />Reviewed by: City Engineer <br /> Parks & Utilities Supervisor <br /> <br />PC: 1/7/97 <br /> <br /> <br />
