Homes, Inc. <br />15025 Glazier Avenue, #205 <br />Apple Valley, Mn 55124 <br /> <br />Re: Preliminary Plat Review: Sunfish Pond <br /> <br />Dear Mr. Lamoureux: <br /> <br />We are in receipt of your proposed Preliminary Plat for Sunfish Pond, a townhome <br />development. The Preliminary Plat consists of one (1) sheet dated February 10, 1997, <br />prepared by Pioneer Engineering. We offer the following comments: <br /> <br />General: The subject property is approximately 9.2 acres in size and is zoned <br />Multiple Residential. City Code permits up to 15 units per acre in this district or <br />135 units in this case; the proposal is for an 81 unit townhome development. <br /> <br />Street Access: Access to the plat is proposed to be provided from I42nd Lane on <br />the north and 141st Lane on the east. All streets within the boundaries of the plat <br />will be developed as private streets and will not be dedicated to the public on the <br />final plat. However, all street addresses assigned to the units wiI1 be Xenon Street <br />N.W. and will conform to the address grid. <br /> <br />In accordance with the recommendations of the Planning Commission at the sketch <br />plan stage, none of the units will have direct access onto Wolfram Street N.W. <br /> <br />I~t Area and Dimensions: The 11 structures are platted onto 11 lots. The <br />minimum lot size for multi-family structures is 3,000 square feet. City Code is not <br />clear if this is 3,000 square feet per structure or per unit. However, even if it was <br />per unit, the proposed lot sizes exceed the requirement. <br /> <br />Drainage and Utili _ty Easements: In accordance with City policy, the wetland or <br />ponding area in the northeast corner of the plat is proposed to be dedicated as a <br />drainage and utility easement on the plat. The drainage and utility easements are <br />adequate for maintenance of the utilities which will be publicly maintained. Staff <br />offers the following comments on the drainage and grading plan: <br /> <br />a) If the west half of Wolfram Street drains into this development, the storm <br />sewer system should be extended to intemept surface runoff before crossing <br />driveway K. <br /> <br />b) The storm sewer sizes have not been provided. This information needs to <br />be submitted. <br /> <br />c) A detail of the storm water ouffall needs to be submitted addressing erosion <br />control. Cable concrete or equal is recommended. <br /> <br /> <br />
