REQUEST FOR

Background:

CASE # ~
PRELIMINARY PLAT APPROVAL OF ALPINE ESTATES;
CASE OF K.C. LAND COMPANY
By: Zoning Administrator Sylvia Frolik

Chuck Lund of K.C. Land Company is requesting preliminary plat approval of the proposed plat
of Alpine Estates. The property is situated in the northwest quadrant of the intersection of County
Road #57 and 153rd Avenue N.W. The following items are enclosed for your information:

a)
b)
c)

Site location map
Preliminary plat
City Staff review letter dated February 27, 1997

Notification:

Owners of property in excess of the standard 350 foot distance requirement were notified of the
public hear/ng. In addition, the City has hosted two neighborhood meetings regarding the
proposed development.

Observations:

The plat will be served by two accesses from 153rd Avenue N.W. and none of the lots will have
direct access onto 153rd. The grading plan submitted by the applicant is acceptable to the City
Engineer.

The proposed plat consists of 21 acres and is eligible for approximately 54 lots. However, in
response to the concerns of area residents, the City established as a condition of the sale that the
maximum number of lots created on the property would not exceed 38 and that a maximum of 17
lots would be platted along the north property line adjacent to pre-existing larger, rural residential
lots. The proposed preliminary plat has met these stipulations.

The minimum lot size in the urban district is 10,800 square feet; the average lot size in Alpine
Estates is 14,759 square feet. The minimum lot width is 80 feet in the urban distr/ct. The average
lot width on the 17 lots abutting the rural residential propzrty to the north is 121.4 feet; the width of
the rural lots is 135 feet. The purchase agreement for the property also agreed to a 5 foot reduction
in the front yard setback on Lots 11, 20 and 35 in order that the sight line for the respective homes
would be consistent with the homes on the straight-away.

The purchase price of the property include.c' the $825 per lot park dedication fee.

Recommendation:

City Staff recommends preliminary plat approval contingent upon compliance with the review
letter.
Commission Action:

Motion to:
Recommend that City Council grant preliminary plat apprOval to Alpine Estates contingent
upon compliance with the City Staff Rev/ew Letter dated February 27, 1997.

Review Checklist: City Engineer
PC: 3/4/97
