Ensure architectural integrity and continuity in master plan designs. Seek outside funding sources, such as grants, to help finance the master planning process. 1.6 ARCmTEcrI/RAL AND SITE DESIGN The Anoka County Parks and Recreation Deparlment should develop cost efficient design standards that will: Create a unique identifiable system-w/de image. Standardize new and redeveloped projects. Promote public interest in the parks system. 1 ~mpmve the integrity, safety, and maintenance of park facilities. Encourage a broad user base through diverse and/or multi-use fac/lit/es. STRATEGIES Inventory and analyze park facilities within the Parks System which have provided good function, quality, aesthetics, and maintenance durability from past usc. Conduct an inventory and analysis of recreation and support facilities in other recreation provider systems to determine their applicability to the Anoka County Park and Recreation System. Establish baseline design parameters for buildings, recreation facilities, and support facilities, and site amenities including materials, colors, finishes, and design continuity. Develop a standard design plate for basic park facilities including roadways, trails, signs, site amenities, picnic shelters, playground perimetcTs, lighting, and other common system elements. Research and analyze newly emerging technologies and materials used in parks facility design and development including recycleable materials, energy efficient systems, and higher technologies. 1.7 PARK DEVELOPMENT GOAL Anoka County must be flexible and diverse in the development of county and regional parks in order to serve current and future residents of the region and county. There must at ail times be a balance between new development and redevelopment (maintenance, removal, refurbishing) of land/equipment/facilities such that the county does not miss an optmrtunity for the futura, nor fails to adequately maintain its existing infrasmmture. STRATEG~.S Prepare master plans for individual park sites. Develop a long-range CIP for parks development and redevelopment. Respond to current recreation demand Review improvements periodically after implementation is complete to ensure that user needs are satisfied. Comdinate park developoment w/th trail and greenway planning and design. Respond to objectives and needs of interpretive and recreation programs. Confcrrm with the intent of the 2020 vision and mission statements. Avoid damaging or disturbing sensitive natural I.,¢~-SOUTCes. Offer multi-me facilities with the flexibility to provide for or be eas/Iy modified to provide for a variety of recreation needs. Exhibit character and quality that enhance unique attributes of the site. Create park improvements that are at,active, durable, vandal resistant and safe. Generate a positive and consistent image of the park Make maximum use of existing park improvements and avoid wasteful removals and demolition. Make sites and facilities accessible to the disabled so all visitors can enjoy the range of experiences that the park system offers. Identify and establish easements or other control of additional lands that offer protection of valuable natural resources or provide recreation opportunities that are important to the 2020 Vision. Aggressively seek funding through grants, donations, partnerships with other agencies and organizations, etc. Efficiently and effectively utilize C2 funds to implement long-range capita[ improvement projects. 4
