Ensure architectural integrity and continuity in master <br />plan designs. <br />Seek outside funding sources, such as grants, to help <br />finance the master planning process. <br /> <br />1.6 ARCmTEcrI/RAL AND SITE <br /> DESIGN <br /> <br />The Anoka County Parks and Recreation Deparlment should <br />develop cost efficient design standards that will: <br /> <br />Create a unique identifiable system-w/de image. <br />Standardize new and redeveloped projects. <br />Promote public interest in the parks system. <br />1 ~mpmve the integrity, safety, and maintenance of park <br />facilities. <br />Encourage a broad user base through diverse and/or <br />multi-use fac/lit/es. <br /> <br />STRATEGIES <br /> <br />Inventory and analyze park facilities within the Parks <br />System which have provided good function, quality, <br />aesthetics, and maintenance durability from past usc. <br />Conduct an inventory and analysis of recreation and <br />support facilities in other recreation provider systems <br />to determine their applicability to the Anoka County <br />Park and Recreation System. <br />Establish baseline design parameters for buildings, <br />recreation facilities, and support facilities, and site <br />amenities including materials, colors, finishes, and <br />design continuity. <br />Develop a standard design plate for basic park <br />facilities including roadways, trails, signs, site <br />amenities, picnic shelters, playground perimetcTs, <br />lighting, and other common system elements. <br />Research and analyze newly emerging technologies <br />and materials used in parks facility design and <br />development including recycleable materials, energy <br />efficient systems, and higher technologies. <br /> <br />1.7 PARK DEVELOPMENT <br /> <br />GOAL <br /> <br />Anoka County must be flexible and diverse in the <br />development of county and regional parks in order to serve <br />current and future residents of the region and county. There <br />must at ail times be a balance between new development and <br />redevelopment (maintenance, removal, refurbishing) of <br />land/equipment/facilities such that the county does not miss an <br />optmrtunity for the futura, nor fails to adequately maintain its <br />existing infrasmmture. <br /> <br />STRATEG~.S <br /> <br />Prepare master plans for individual park sites. <br />Develop a long-range CIP for parks development and <br />redevelopment. <br />Respond to current recreation demand <br />Review improvements periodically after <br />implementation is complete to ensure that user needs <br />are satisfied. <br />Comdinate park developoment w/th trail and greenway <br />planning and design. <br />Respond to objectives and needs of interpretive and <br />recreation programs. <br />Confcrrm with the intent of the 2020 vision and mission <br />statements. <br />Avoid damaging or disturbing sensitive natural <br />I.,¢~-SOUTCes. <br />Offer multi-me facilities with the flexibility to provide <br />for or be eas/Iy modified to provide for a variety of <br />recreation needs. <br />Exhibit character and quality that enhance unique <br />attributes of the site. <br />Create park improvements that are at,active, durable, <br />vandal resistant and safe. <br />Generate a positive and consistent image of the park <br /> <br />Make maximum use of existing park improvements <br />and avoid wasteful removals and demolition. <br />Make sites and facilities accessible to the disabled so <br />all visitors can enjoy the range of experiences that the <br />park system offers. <br />Identify and establish easements or other control of <br />additional lands that offer protection of valuable <br />natural resources or provide recreation opportunities <br />that are important to the 2020 Vision. <br />Aggressively seek funding through grants, donations, <br />partnerships with other agencies and organizations, etc. <br />Efficiently and effectively utilize C2 funds to <br />implement long-range capita[ improvement projects. <br /> <br />4 <br /> <br /> <br />
