AIN~N~ AND <br /> OPERATIONS <br /> <br />The Anoka County Parks and Recreation Department should <br />strive to provide the public with safe, efficient, and attractive <br />facilities and equipment through a variety of mechanisms <br />including maintenance plnnning, budgeting, and <br />implementation. <br /> <br />STRATEGIES <br /> <br />Develop a Comprehensive Maintenance Management <br />Plan which addresses maintenance guidetines, <br /> <br />standards, and schedules. <br />Implement, update, and request funding for the <br />dep,'n'tment's five-year Capital Improvements Program <br />which includes building and facility rehabilitation. <br />Implement, update, and request funding for the <br />department's 10-year equipment replacement program. <br />Actively pursue alternate funding sources, such as <br />grmts, to aid in the acquisition and repair of facilities. <br />Monitor, update, and make recommendations on yearly <br />budgets. <br />Work actively with other government agencies on <br />programs, su~ as, equipment and project resource <br />sharing. <br />Establish a depreciation schedule for equipment and <br />facilities and develop a revolving fund for annual <br />reinvestment. <br />Develop and maintain an inspection and repair <br />program for all facilities. <br />Develop and implement programs to train and educate <br />staff on newly emerging concepts and technologies <br />used in parks and landscape maintenance. <br /> <br />The Anoka County Parks and Recreation Department should <br />strive to enhance the quality and efficiency of all maintenance <br />services delivered. <br /> <br />STRATEGIES <br /> <br />Make yearly budget recommendations to ensure <br />funding for full-time and seasonal positions to meet <br />present and future maintenance needs. <br />Add additional training pmgram~q, both in-house and <br />out~ourced, to ensure that staff is equipped with the <br />knowledge and skills to meet the demands of all <br />maintenance services. <br />Pursue all possible venues when recruiting and hiring <br />full-time and seasonal staff. Tiffs will help to ensure <br />the hiring of qualified, educated, and skilled sta~. <br />Recruit and make use of volunteers in special projects. <br />Make use of ceurt-referred laborer services whenever <br />possible. <br />Fully implement the Comprehensive Maintenance <br />Management Plan. <br />Delegate responsibility for program implementation to <br />the General Foremen and/or the appropriate <br />maintenance staff. <br />Seek new ways to improve efficiency of maintenance <br />operations through contracting, outsourcing, leasing, <br />improved technologies, etc. <br />Establish partnerships with other departments to assist <br /> <br /> <br />
