It was the consensus of the Planning Commission to request the City Attorney to review <br />interpretation of the code and determine whether a PUD is required. <br /> <br />Commissioner Thorud asked if there are centrally located dumpsters, or whether each unit will have <br />its own. <br /> <br />Mr. Lamoureux stated that each unit will have its own container for waste disposal. The association <br />will contract for pickup. <br /> <br />Motion by Commissioner Holland to recommend that G.M. Homes proceed to the preliminary plat <br />stage. <br /> <br />Motion carried. Voting Yes: Chairperson Bawden, Commissioners Deemer, Holland, LaDue, Terry, <br />Thorud. Voting No: Jensen. Absent: None. <br /> <br />Case #3: Review Proposed Ordinance to Establish Regulations for Towers and Antennas <br /> <br />Planning Intern Skoog reported that on November 12, 1996, the City Council adopted a moratorium <br />on placement of Personal Communication System (PCS) towers in the City in order to research the <br />development of wireless communications. The first proposal for an ordinance to regulate these <br />communications systems is being presented. Most of the ordinance is based on ordinances passed <br />in other cities. Each section specifically applies to Ramsey. <br /> <br />Commissioner Jensen asked if the number of antennas is restricted. <br /> <br />Planning Intern Skoog explained that the Telecommunications Act of 1996 does not allow cities to <br />restrict the number of locations. <br /> <br />Commissioner Jensen referred to page 15, No. (2) and asked for clarification of public parks of a <br />sufficient scale and character. <br /> <br />Planning Intern Skoog stated the determination whether a park is too small to accommodate antenna <br />towers can be made by the Planning Commission or City Council. When they are located in parks, <br />they are usually on the border or camouflaged. <br /> <br />Commissioner Deemer referred to page 13, Section 9.15.03 and suggested that under item (a) the <br />word "commercial" be deleted from the sentence and apply item (b). He does not want to see <br />antennas in resi0Iential back yards. <br /> <br />Planning Intern Skoog stated that in the residential zoning districts the ordinance specifies that the <br />towers can only be allowed in three areas: 1) church sites, 2) government sites, and 3) park sites. <br /> <br />Commissioner Deemer stated that he would like the word "commercial" deleted because it would <br />otherwise apply to HAM radio operators. <br /> <br />Zoning Administrator Frolik referred Commissioners to Section 9.15.07 which discusses private use <br />antennas. <br /> <br />Planning Commission/January 7, 1997 <br /> Page 5 of 9 <br /> <br /> <br />
