That the existing drainage patterns will not be substantially altered by the proposed grading plan. That there are other similar conditional use permits that have been approved by the City. That the mining operation will increase the traffic to the subject property and surrounding area. That the proposed use will/will not be unduly dangerous or otherwise detrimental to persons residing or working in the vicinity of the use or to the public welfare. That the proposed use will/will not substantially adversely impair the use, enjoyment, or market value of any surrounding property. That the proposed use will/will not be operated and maintained so as to be harmonious and appropriate in appearance with the existing or intended character of the general vicinity, and that such use will/will not change the essential character of the area. That the proposed use will/will not be hazardous or disturbing to existing or future neighboring uses. That the proposed use will/will not be a substantial improvement to property in the immediate vicinity and to the community as a whole. That the proposed use will/will not be served adequately by public facilities and services such as highways and streets. That the proposed use will/will not create excessive additional requirements at public cost for public facilities and services, and it will/will not be detrimental to the economic welfare of the community. That the proposed use will/will not involve uses, activities, processes, materials, and equipment and conditions of operation that will be detrimental to any persons, property, or the general welfare by reason of excessive production of traffic noise, smoke, fumes, glare, or odors.
