I <br /> <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />I <br />I <br /> <br />CASE #-~ <br /> <br />REQUEST FOR A CONDITIONAL USE PERMIT FOR AN OVERAGE IN <br />ACCESSORY STRUCTURE SPACE; CASE OF RHONDA MORRIS <br /> By: Zoning Administrator Sylvia Frolik <br /> <br />Background: <br /> <br />On February 7, 1997, the City received an application from Rhonda Morris for a conditional use <br />permit for an overage in allowable accessory structure space on the property generally known as <br />16735 Nowthen Blvd. N.W. The following items are enclosed for your information: <br /> <br />a) <br />b) <br />c) <br />d) <br /> <br />Site location map <br />Site plan and photo of building example <br />Proposed findings of fact <br />Proposed conditional use permit <br /> <br />Notification: <br /> <br />Owners of property within 1,000+ of the subject property were notified of the public hearing. <br /> <br />Observations: <br /> <br />Rhonda Morris has entered into a purchase agreement for the pre-existing homestead and two <br />outlots proposed in the recently approved Harmony Addition. Rhonda breeds and raises Arabian <br />horses for her personal use and is proposing to construct a total of 28,659 square feet in new <br />accessory buildings on the 35 acre parcel to accommodate this special interest. The accessory <br />structures proposed include an indoor riding area/barn, machinery shed, and a storage building for <br />hay. The pre-existing buildings on the property include a house, garage, barn and two sheds. The <br />two sheds will be demolished and removed from the property. The total square footage of the <br />existing garage and barn is 3,400 square feet. The 35 acre parcel is allowed 5,664 square feet and <br />she is proposing to add an additional 28,659 square feet of accessory buildings. This is an <br />overage of 26,395 square feet. <br /> <br />The exterior facing finish on the office/lounge part of the larger structure is proposed to be <br />horizontal steel siding and the finish on the barn and arena porti:~n is proposed to be metal panels. <br />The lower portion of any wall or portion of wall that faces west on this larger structure is proposed <br />to have be finished with brick. Landscaping will be added along the north, west and south walls. <br />All three sections of this larger structure will be constructed with soffet and fascia. The roof of the <br />office portion of the structure will be finished with asphalt shingles and the roof of the arena and <br />barn portion will be finished with a decorative metal that has the appearance of asphalt shingles. <br /> <br />The hay storage building will have an exterior finish of metal panels with brick applied to the lower <br />portion of the west wall. The roof will be a decorative metal also with the appearance of asphalt <br />shingles. <br /> <br />The machinery building will be finished with metal panels and have the same decorative metal roof <br />as the other two structures. <br /> <br />The property is located in the Rural Transition zone and it is not expected to be included in the <br />City's Metropolitan Urban Service Area anytime soon. Therefore, the character of the area is <br />expected to retain its rural nature for an undetermined amount of time. <br /> <br /> <br />
