I <br /> <br />I <br /> <br />I <br /> <br />I <br />I <br /> <br />I <br /> <br />CASE <br /> <br />REQUEST TO RENEW CONDITIONAL USE PERMIT TO OPERATE A <br />GROUNDWATER PUMP-OUT AND TREATMENT FACILITY; <br /> CASE OF WASTE MANAGEMENT OR MINNESOTA, INC. <br /> By: Sylvia Frolik, Zoning Administrator <br /> <br />Background: <br />On April 23, 1991, the City Council approved the issuance of a CLIP to WMMI for a water <br />treatment facility. The groundwater pump-out system is part of the response action which <br />WMMI is obligated to under the Consent Order entered into with MPCA on May 30, 1985. The <br />CUP for the water treatment system expired on January 31, 1996. The CUP issued in 1991 <br />recognizes that the water treatment operation may extend for more than ten years and new CUP's <br />may be issued based on the performance of the applicant. <br /> <br />Notification: <br />Persons owning property within 500 feet of the subject parcel were notified of the public hearing. <br />Staff also notified key residents in Hunters Hill and 153rd Lane west of Sunfish Lake Boulevard. <br /> <br />Observations: <br />On April 15, 1997, Waste Management of Minnesota, Inc. (WMMI) applied for a renewed <br />Conditional Use Permit (CUP) to continue operation of a groundwater pump-out and treatment <br />system. The treatment system commenced on October 28, 1991 and continues to this date. The <br />basic components of the approved recovery and treatment system are: <br /> <br />· 12 barrier wells <br />· 8 recovery wells <br /> An air stripping/carbon filter treatment plant <br />· Discharge pipe with outfall to Mississippi River <br />· Augmentation discharge to Sunfish Lake and a wetland west of Sunfish Lake Blvd. <br /> <br />The barrier and recovery wells pump contaminated groundwater from the surficial aquifer at a <br />combined flow rate of 110 gpm (1,584,000 gpd). The system is designed to remove at least 95% <br />of dissolved volatile organic compounds (VOC's) from the groundwater. After treatment, the <br />treated water is discharged to the City's storm sewer system and ultimately discharged to the <br />Mississippi River. <br /> <br />Since the commencement of the facility in 1991, staff has received no complaints resulting from <br />the operation of the system.
